The extensive Dirian Capitol courtyard, with waterways, pedestrian bridges, and statues glistening in the bright Dirian sun, was a marvel to behold. Built from a seemingly empty plot of land long ago, it grew into an entire cityscape. From a seemingly lifeless desert, it had turned into a flourishing oasis with songbirds and animals in times of solitude. It was peaceful and open ground beside the buildings, which were constantly watched by the best of the Dirian honor guards. Unfortunately, the courtyard bustled with activities due to the events at hand. In a defacto place reserved for reporters and representatives of news agencies, men and women pushed against each other as words and the sounds of cameras blurred in a symphony of chaos trying to heckle answers from Federal Diet representatives. Representatives found themselves at the mercy of the capitol police, which made a perimeter on the pathway leading to the entrances, which representatives quickly funneled into in fear of getting dragged into a mob of people angry for answers.
As a few hours passed, and an awkward tension filled the air, representatives of either end of the stand couldn't help but talk to their bitter rivals over what to do. Finally, the Diet President entered, reached his podium and spoke the ceremonious spew of doing legislative things with other figureheads taking turns. Then, less significant figures like Diet Vice Presidents began to issue members into groups and committees, which usually consisted of an hour of confusion. Once confusion passed, representatives received copies of the bill or segments to review this current session, and immediately hell broke loose. The first shouting match came from a NUPD member, who screamed at their committee member over selling the country out to foreigners. Before the first argument ended, another had started as a DWP representative who voiced her opinions on lowering corporate taxes. With increasing intensity, more verbal fights broke out, and more hair-pulling and table-slamming went on throughout the hours. Finally, in pity for member headaches and to stop a possible caning, the Diet President adjourned the meeting for the day.
As the next day arrived, the first representatives prepared to walk the same path they did before to avoid the reporters, and with their mental preparations of the previous night in mind, they still found their confidence quickly dashed. The scene they saw yesterday had turned into a mix of riot police and armed Capitol police who watched every entrance of the Capitol. Protestors threw themselves against the circular shields of armored troops, and picket signs poked from the wave of angry citizens showing their anger at the Citizen Debt Brake. Nonetheless, police contained the crowds. Most Representatives made it inside and found their committees in the assembly hall, except for a CCP representative who threw up from anxiety and had an escort to a restroom.
It was straight to business for most committee groups as overnight most members found solace in compromise rather than the screaming matches from yesterday. About 3 hours in, the committees had already made a few changes to the bill. The URC and CCP found a middle ground, mainly regarding export rules, restrictions, and taxes but had to broker a unique inclusion for state choice. However, the NUPD found itself split between agreeing with the new changes with some members calling it "piecemeal." on state choice. As mounds of papers began to find resting places on the floor, to the dismay of the capitol janitors, the last compromises of the day were still not made, mainly regarding the DWP, who received a section on the comprehensive working rights and protections of native Dirians in foreign-owned factories. Nonetheless, with good progress made, it was late, and the Diet President adjourned the meeting for the night.
On the third day, many of the representatives hadn't felt prepared, and with the scenes of yesterday, they had every right to be as immediately the first members who arrived believed they could cut the tension with a knife. As more of the hundreds of members came, the scenes of protest grew violent as protestors hurled objects, and for a moment, police stopped all travel for Diet members' safety. Shortly after that point, a protestor threw a brick at a Capitol officer's head, and when he felt unconscious, two riot police grabbed the man who threw the brick, slammed their batons into his sides, and dragged him off to a police van. After that, the representatives were diverted to another possible entrance while the last arriving members watched the army roll in with trucks to quell the violence.
After a moment of silence for the officer hurt by a brick, the Diet President called a vote to continue the reading sessions, and 17% of members agreed to continue the talks. However, most of the committees found themselves mostly content with yesterday's changes besides half of the NUPD, the bulk of the CPD, and NWFU, who argued for changes that added unreasonable rules or defeated the purpose of the entire bill. So once again, the Diet President called a vote to continue reading, and only 4% agreed, so finally, the voting began for the bill. After two hours, the results came in, and to the relief of many, it passed by 496 against 244.
However, the new act still needed to be law, and now it was off to the Federal Council. As the action and its copies reached the eyes of the Federal Council members, the group of influential state representatives murmured to each other and their fellow politicians of origin. Meanwhile, the Chancellor nervously watched the actions of the Shawistan representatives waiting for this moment when they promised to strike down the act. Fortunately, they seemed to enjoy the changes, with an announcement of the vote for approval by the Federal Council President. One by one, members agreed to pass it to the Federal President and ECD Minister for signatures. At that point, it would be law in 21 days, which both the president and ECD minister ensured when signing before midnight.
