The Ministry of Foreign affairs dispatched Lars Kirekaard to Tyvia to open a channel of communication and procure a purchase of tanks to replace the aging Ahma 2.

The Ulzhitian ambassador would be welcomed in Novgorod, with a meeting scheduled for the next day after his arrival with Leonid Mukachev, the Minister of Foreign Affairs.

Kirekaard arrived in Novgorod wearing a well pressed suit and black shades, his expressionless face gazing over the city. 'The most powerful empire on the planet' he thought to himself. He waited for Mukachev to begin the meeting.

In the early afternoon, the Minister of Foreign Affairs would meet with the ambassador in his office, in the Rada, located in front of the central square of the capital.
"Good day," the Minister said, as he extended his arm for a handshake. "My name is Leonid Mukachev, Minister of Foreign Affairs of the Empire."

Kirekaard gave a slight smile and shook his hosts hand, "I am Lars Kirekaard, senior diplomat of the Ulzhitz Ministry of Foreign Affairs. Thank you for meeting me, I am hoping to accomplish much here today."

"Good to meet you, Mr. Kirekaard. Now, let's get down to the business," Leonid said, as he sat down at the desk, and opened several files full of documents.
"You have mentioned in your initial message that you wish to replace your outdated tanks with Tyvian models. Tell me more about what exactly do you have in mind. A lend-lease program, or perhaps a license for production?"

"I believe the King and Parliament both agreed on license for production, we have some private companies eager to assemble these tanks and we are likely to look for a buyer for the Ahma 2 fleet once we have a small surplus of Tyvian tanks." Kirekaard pulled a long solid white cigarette from a metal container his jacket and nodded to his host if he wanted one.

"Thank you," Leonid said, as he accepted the offered cigarette. "There are several models of tanks that Tyvia can sell. The RT-1 and RT-2 are light recon tankettes, one armed with a light autocannon, and the second model - a 90 mm cannon. A light tank we have available is the Katakov 53. As a medium tank, we can offer a slightly outdated, but still viable Daimler T-48.
But a more important question is - what can Ulzhite offer in return?"

Kirekaard lit his cigarette as he listened to his host, as Leonid finished he politely blew the smoke away. "Ulzhitz was looking for outright purchase. Our Krona is backed by a strong industry, source of gold and oil. We have the means for trade, but you knew that, so what is it Mr. Leonid does Tyvia want?"

"Oil, you say?" Leonid raised one eyebrow. "That sounds interesting. But before we proceed, I want to ask you a question, of a completely different topic. What is your nation's stance on Eonivelt?"

Kirekaard was depositing ash into a nearby tray when the question of Eonivelt was brought up, he showed a mixture of surprise and boredom. "The official stance is to observe them, keep the border closed and if they prove to be a threat...we have the Winter Army. And Lucilstan learned long ago we Ulzhitz are stubborn in combat. Why would this interest the Empire?"

"I see. Well, the reas-"
Leonid was cut short by a loud, startling sound. A fairly large machine, located slightly behind him, began beeping in a peculiar pattern, and then a narrow piece of paper began slithering out, with something printed on it in letters too small to be properly seen from the distance at which Kirekaard was sitting.
"I'm sorry," Leonid said loudly, to make sure he is heard over the sound of the machine. "This fax machine... Usually it is meant to be used only for urgent messages."
About 15 seconds later, the machine fell silent. Leonid stood up and came up to it. He then torn the paper that was dispensed out, and read the contents of the message. Before sitting back down, he folded up the paper and set it aside.
"Sorry for that. The message was indeed urgent, and it was regarding our current conversation. I was updated on the information, that the Imperial Council has just come to a decision, just about 20 minutes ago. The Empire is not interested in resources or currency as payment for trade of tanks and licensing of tanks. At least for now. What we seek instead, is closer ties to Ulzhitz. For a start, we would like to send a group of researchers to your nation. The mass exodus of former Luclistani humans to Northern Ulzhitz was one of the first of it's kind. We wish to learn how this intense change of demographics in a region has affected it. And do not worry - everything learned, shall be shared with you."

An annoyed Kirekaard finished his cigarette, “what kind of research? I can tell you how it goes now. The lucilstan humans integrated roughly, the bitterness between ulzhitz and lucilstan following the eastern front is still prevalent in everyone’s minds. Our own eoni population is treated poorly by them, something our laws and customs barely tolerate. But the lucilstan have taken residence in small towns in the cold desert and upper counties of Kotka, they are isolated as I’d imagine you would desire the same from their...expulsion from their home. I’ll be frank, this sudden change in our deal, it annoys and will be something prime minister dyek and king mannerheim will not be happy about. If the empire wants to sends theses uh, researchers, they can put in a request but if the council is not interested in selling tanks. I believe for now we are done here. Ulzhitz does not trust many these days, we aren’t ready for further tyvian relations beyond the cordiality we share. Perhaps another day when the empire has earned our trust a bit more but given how we’re naturally a patient and cautious people I think you can understand our hesitation.”

The Minister had a slight look of embarrassment in his face. He then put his hand on the paper on which the message came, and as he began to speak, pulled it off from the table.
"Yes, you're right... That is an inappropriate request of the Council to make... They barely ever leave their meeting chambers, much less communicate with foreign representatives. I must admit, they are fairly opposite of Ulzhitz when it come to patience. But lets not worry ourselves with their whims right now - after all, as a direct representative, I can override their decisions sometimes..."
"If you would accept, I would like to offer my formal apology for this insult. To reconcile, I say, how about this. The first 250 tanks Ulzhitz shall receive would be free of charge, of brand new produce. After that, you shall receive a production license, as well as factory equipment and blueprints required for them, at a price we would agree on."
"But you still haven't told me, what model are you most interested in? If you wish, I can give you more details on each of them."
