The Existential Threat encroaches ever closer

The Office of the Minister of Foreign Relations of Ashinara was in chaos. Clerks were running with documents from office to office, a number of Royal Army and Navy officers were impatiently waiting in the vestibule, and even the Minister of War was there.
The letter from Tevpenko, the ambassador to Franerre, has reached Tagomych's desk just a bit over an hour ago. Tagomych, in turn, immediately sent the news to Minister of War, who in turn immediately sent the news to the Royal Palace. Kumosenkan was threating war against Franerre by means of an ultimatum. Which, by proxy of their Defensive Pact, also meant that Kumosenkan was threatening war against Ashinara.
Both Tagomych and Khmelnitsky, Ministers of Foreign Affairs and War respectively, were sitting at a conference table, a number of clerks, assistants and other representatives surrounding them. This was a dilemma they never thought they would have to face.
"We MUST honor our alliance with Franerre," Tagomych insisted.
"You know full well that we are not ready for a war with Kumo. And even if we quadruple our military buildup - even if we could do that in the first place - we still wouldn't be able to hope for anything but being completely annihilated in less than a week," Khmelnitsky retorted.
"And if we don't follow through with the terms of the Defensive Pact, not only our reputation be tarnished, but when Kumo eventually comes for us, we will be alone. And they will come for us. No doubt they already are planning something, I doubt they're happy about a Gaelian trade partner on the doorstep to their occupied lands in Elenria."
"And if we intervene in Elenerre, their reasoning will only be justified! What's more, have you seen the streets recently? The people are protesting, factories are striking, many are blaming you for the war in Tafatu," Khmelnitsky stood up and pointed his finger at Tagomych. "I'm warning you Tagomych. Even if it wasn't against Kumo - a new war right after the last one will be the end of Ashinara. We have to sit this one out."
"We can't just sit idly by and do nothing as the spiders slaughter our allies! Spirits be damned, this is the very reason we created the Defensive Pact in the first place!"
"Tagomych," Khmelnitsky said, as he began walking towards the door. "I will NOT send troops to anywhere near Elenria. That is final. If you want to change my decision, go talk to the Hetman."
With that, Khmelnitsky left the room. Tagomych sat in his chair, staring at the documents in front of him for several more minutes.
