Buried underneath the Sarakhov Starfort, securely guarded and well fortified, twenty-one government officials sat in a round. A large oaken table was placed in the middle of the room, with far more chairs than needed surrounding it. The stench of smoke hung in the air of the dimly lit conference room. The only true source of light beamed down into the room, a small glass sphere that was firmly placed at the apex of the room that illuminated every inch of the room, even if just barely. The room itself was circular, as if a sphere had been split horizontally and the top half used. The dome itself was made of stone, well crafted bricks laid into formation hundreds of years ago, maintained over the years, but never modified. Lichen and moss thrived on the sides, painting the room with a chlorophyll green and a pale teal. Ancient glyphs scarred the room around it, stories and spells, magic, mystery and history, all in ornate pictures of the years gone. Of course, this reminder of the past was broken the moment one stepped into the stairwells spiraling downwards, where modern techniques and materials used to create the most brutally efficient architecture possible.
In front of each chair, on the table, was an ashtray. Not all who entered smoked, or even entertained the idea, but the need was there for those who did. About ten and some change billows of tobacco smoke rose from various seats, and the occasional plagued cough echoed around the interior of the chamber.
It had been quiet for a while now. Perhaps minutes, perhaps hours. The sanctity of silence was a unspoken law followed by all in the room, unbroken save for the faintest hiss of an ember as one cigarette or another tapped against an ashtray. Let us lay or burdens down for a moment, and forget the lives within our unworthy hands.
"Well," One of the few with a billow of smoke leading from their mouth broke the dead air, setting down their cigar in the ashtray in front of them. "Shall we begin?"
Another moment of silence hung. Each individual in the room looked between each other, before unanimously nodding in agreement.
A small shuffle of papers and the creak of a chair marked the true beginning of the conference. "With the Valderan gold finally arriving in the port of Arzachensk, we've been given a new hand in this awful game of ovcharka. Hopefully it'll last; Overseer Makarov, you have a plan, from what I've been told."
Makarov set his cigar down within the ashtray, clearing his throat before speaking with a masculine voice. "Yes, Tzen Kulikov. Our hopes are to decrease inflation by twofold in the coming years. With our current stockpiles, approximately twenty-five-thousand tons of gold can be given. The Maijistry is currently listing towards the safer investment, lest the plan goes south, however unlikely it may be, and investing approximately ten-thousand tons of gold." Makarov took his cigar between his index and middle finger. "I believe that's all, Tzen Kulikov."
"Thank you, Overseer Makarov." Kulikov spoke up as Makarov took another puff of his cigar. Another shuffle of papers as Kulikov shuffled documents between his hands, skimming each for the topic he was searching for. "Assuming the Treasury's plan does not fall through, our industry will likely be on the path to recovery. Surely, you are all aware of Verak, our northern neighbor." Kulikov said rhetorically. "There is nothing concrete as of late, but with our economic recovery being only a turn away, it gives nothing but reward to prepare. Grand Marshal, please share your defense plan, if you would."
The Grand Marshal sat up in his chair, the ire emanating from the other members in the room palpable, and without a doubt, began to speak. "The cauldron of Ouhiri is stirring. We may boast the largest and greatest trained army in the south, yet we cannot rest. Verak sees our existence as a mere test of independence, a phase which will pass with their armies marching through our fields and towns. We do not have the manpower to expand the armed forces any larger, not as our footing stands. As much as it would delight me to double our fleets and flotillas, it is not within a pipe dream. Instead, my staff propose a defensive line in the north, and on our border with Sicily, given their relations to Verak. Creating extra defenses within the mountainous regions bordering Hatu would be redundant, but potentially invaluable given the circumstances." He once again slouched in his chair. "Overseer Vlasova, please take the helm."
Vlasova, as opposed to the past speakers, did not have a cigar, nor a masculine voice. Her alto-pitched voice carried easier throughout the room's interior. "Thank you, Grand Marshal. The Division of Advancement has been working closely with the National Guard in an attempt to identify weaknesses within the armed force's equipment." Vlasova took a moment to examine the documents in front of her. "As it stands, the E&C TV-06 service rifle is out of date, most of our army is equipped with modified civilian clothing as their uniform, and we are lacking in any crew-serviced automatic emplacement. The service rifle and crew weapons are easy fixes, as we can contact Ensign & Co. to update the model and draw up a new design, but we will need to dedicate a significant chunk of resources to fix our clothing problem."
"Thank you, Overseer Vlasova." Kulikov said as she finished her expunge of information. "Now, back to the Treasury, Administrator Sokolova, you have the budget for the coming year?"
Sokolova took no time in waiting before speaking. "Yes, Tzen Kulikov. The Chamber of Commerce has allotted approximately half of our budget to expanding our armament factories, the other half towards building a new industrial centre in Sarakhov."
