Ashinara has been a nation that long had a unique for the world culture of equality between it's men and women. Possibly owing it to their unique culture, possible to their long periods of isolation, or perhaps both, Ashinara did not have the case of one gender being socially superior to the other.
The defined gender roles Ashinara had for centuries meant that men and women, while different, shared the responsibilities of raising families, running households. The man was most often the one to go to gather resources, or to war to defend the home. This meant that the man was often absent from home, and thus, what men were defending or supplying with resources, the women were managing. It is women who are considered the head of the house. Women manage the family's finances. It is the mother's blessing that a young man asks for when he wants to marry a girl.
However, while socially accepted, this equality did not translate to the legal level. While there are few outliers, such as War Minister Petlyura, who have gained their position through a mixture of noble birth, political connections and merit, women in general were barred from leadership positions - be it in a large company, inheritance of noble houses, or officer positions in the military - and the military in general - and many more.
This did not sit well with Yuzura. She was lucky to inherit the throne purely by being an only child. Should she have had a brother, even a younger one - the throne would've gone to him. Being a woman herself, and now at the helm of the nation, she wished to share the opportunity she had with all women in Ashinara. And so, about a month after her ascension to the throne, she passed a Royal Decree:
From this day forward, all subjects of the Queen are equal in their rights and opportunities, eligibility for benefits, succession and inheritance, and responsibilities.
-Inheritence law is henceforth changed to the eldest child of the head of house being the heir, regardless of gender.
-Women are henceforth equal to men in eligiblity for any and all leadership, managerial and other positions in all industries, including political jobs, with, just like with men, merit being the only qualifier.
-Women are henceforth are eligible to volunteer to enlist in the military, as well as eligible for candidacy for officer schools.
