Franerre must bring something of value to this alliance, or else you wouldn't have invited us, Taoiseach, and I wouldn't have come if I didn't believe Franerre would benefit from an alliance with Gaelia."

"Both Galra and the Kumo will use your people to their own ends, Mr Mesny. Do not forget the Galrans own seizure of UST lands just as the Kumo have taken Frannare's. You can either accept your lot as the boot cleaner of Touli, or join us here today in the for our sovereignty" She'd sit down as she finished her speech, the Deacon holding a clear look of displeasure as she held her stare on the man.

Said O'Donnell seemingly ignoring the Frannerri's comments, "Roskana and Marrlan can manufacture the weapons and arms to standard of most major powers for the Toulians, UKUG can start work on a battleship and carrier for the Ashinara as well as sharing our air technology for certain economic subsidies to boost realm economy so the UKUG can afford further expansion of her own military thus giving her reach to better protect allies in this bloc. Roskana and Marrlan will receive this boost by emptying their large stock of weapons, munitions and military surplus. That'll be phase 1, Phase 2 is the installation of SATO naval bases in Frannerre and Ashinara and the placing of member naval assets in those bases."

The Roskanan and Marrlanian ambassadors would seem to agree on such measures, and silently place their support behind it with nods of their heads, with the Roskanan ambassador resting his hands in his lap, and the Marrlanian one writing notes down into a notebook.

"You're only going to have those SATO bases if Franerre joins this alliance of yours. Keep in mind -- leasing military bases to Lusatia was politically risky, and just the act of letting Marrlan troops through Franerre to assist in the UST war sparked protests. Circumstances may have changed with the Kumo occupation, but I don't know if I can say that for certain, especially concerning Franerri public opinion of Gaelia at the moment not exactly being high. Give me something I can sell to the Franerri public and government as worth the price, Taoiseach, something like Gaelian soldiers helping to train Franerri soldiers on those bases or else you may very well be chased off of them by crowds of Franerri protestors long before any Galrans or Kumos cross the border if you even get them in the first place. I'm not trying to negotiate a better deal for the sake of pulling one over on Gaelia, or proving some point, or something else inane like that O'Donnell, I'm doing it all because I want a snowball's chance in hell for this thing to succeed but I don't think I can do that without some sort of compromise or concession from Gaelia."

O'Donnell had enough, he tapped the desk harshly with knuckles a Gaelic trait that typically showed frustration. "I'm not giving you a damn thing to sell to your country Franerri. The rest of the table is moving forward whether you want to or not, if Frannerre wants to be left out of this arrangement then by all means leave for good."
O'Donnell sent some paperwork to his staff members to get a proper treaty set up for those who did want to join the new bloc.

Kathrine said, the woman sitting down slowly as she looked over to O'Donnel. "Our current fleet will require a great deal of investment, along with the dockyards to support our own construction. The Kumo stand as our largest concern, unless the Galrans are bold enough to suffer the mess that is the 'Pocket'. Our military forces can begin coordination once spring arrives in the south, along with new civilian investments for our allies war machines"

Shawbalt Alliance & Treaty Organization
S.A.T.O.
Article I: This body hereby recognizes the need for further cooperation of all signatories in the common defense of the preservation of individual sovereignty and the continuation of peace.
Article II: This body shall only serve to expand the common defense, trade and combined political might of the member states and shall not infringe on the individual governments or political ambitions of said member states. SATO shall not override the individual national interest of the member states.
Article III: Information between all member states must be shared in the common interest of protecting the bloc.
Article IV: No member shall act in any manner that threatens, undermines or put at risk other members of the bloc.
Article V: All member states are to defend one another in the event of foreign attack.
Article VI: SATO members must vote to launch offensive operations in the name of preserving peace and stability in the Shawbalt region.
