The embassy in Lusatia had been a huge help for Eonivelt. Not only did it give them contact with their largest neighbor, it was also a gateway into the world community as a whole. The Consuls wanted to take full advantage of this and so the Ulzhitz embassy in Lusatia would receive a letter addressed to Prime Minister Thomas Van Dyek.

Prime Minister Dyek knew it was impossible to avoid the Republic, the Southern border had been monitored closely for years and the military occupation of Lembärsch was the obvious blemish to Eonivelt's sovereignty. In a rare instance the Prime Minister met with King Radzig for council and came to the conclusion that senior diplomat Aharon Rinne and Parliament member Onja Vulderheim a member of the Eoni minority in Ulzhitz to assist diplomat Rinne.
The two left from Vanheil via airplane to Lembärsch, as the plane began its decent Vulderheim mused to her partner, "So what is this city?"
Rinne: "Lembärsch? until now it was insignificant, a border town that would be caught between Ulzhitz and Lucilstan in their wars. The war of 15'-20' saw it under constant fire on the front lines. And during the Great war it fell to Ulzhitz forces as the Eastern Front formed. It's a desert town bathed in blood, but now a sanctuary for the Lucilstani humans."
Vulderheim: "I see..."
Rinne: "Look, despite what these people will want to talk about. Do not forget, you're Ulzhite. These Lucilstani are likely going to be extremely hateful to any Eoni and these Republicans might try to use your ethnicity against you."
Vulderheim looked at Rinne and nodded, "I know what to do...for the Federation and the crown. I won't let our people down."
The plane landed into what looked like the most fortified city in the world, Lembärsch had become a trade hub between the Lucilstani and Ulzhite on the Eastern side of the city. But on the West, trench networks, Karu and Ahma tanks along with infantry set in prepared to defend the city. As the ambassadors were escorted to a hotel in downtown to meet with the Eonivelt, an Ahma light tank conducted a patrol in plain sight as part of keeping order in the city. The hotel was the last real one in the city, no one visited other than Lucilstani who migrated into Ulzhitz proper to see relatives and friends who refuse to 'give up their town'.

Sara flicked the lighter, lighting the cigarette as her driver scratched his head over the engine. "I'm sorry ma'am I don't know what to tell you. The engine is dead."
She sighed and puffed the cigarette. "Alright I guess I'm walking the rest of the way then." The driver acted like he was about to speak. "I'm an agent of the Institute, a veteran of the Revolution, and am armed. I will be fine." He nodded as she picked herself off the car. "Alright. Time to meet with the northerners." As she walked she saw the glares she received. She also saw Eoni who hadn't been able to escape before the Ulzhite had occupied the area and closed the "border". She clenched her first but kept a calm expression. Eventually she reached the meeting location. She dropped the smoldering cigarette and stamped it out before entering. It was time for the moment of truth.

Two Ulzhite soldiers would search and take any weapons from the agent requesting that she be unarmed for a diplomatic meeting, they took her to a conference room where Rinne and Vulderheim were waiting. "Representative Sara of the Eonivelt Republic...she walked here" said one of the soldiers.
Rinne's shocked expression was mixed with concern, "walked here!? what happened? Captain go send a team and find her vehicle! make our people look it over and make sure its in working order." After the soldiers left, Rinne approached the agent extending his hand, "I am sorry that you had to make the trip like that, I am ambassador Aharon Rinne and this is a member of the Federation Parliament Onja Vulderheim."
Vulderheim had kept to herself, quiet and observing the agent, she was mildly curious at the situation she found herself in. Her people left Lucilstan in the 1800's to flee the very persecution Sara and her people destroyed. "I am glad you're here, so what would the republic wish to discuss with us concerning this city?".

It would take a comically/annoyingly long time to disarm Sara. This was due to the fact she had multiple weapons hidden on her person, and found it amusing to "remember" she had a weapon. After several minutes of this she was disarmed of all actual weapons, though she was just as dangerous without them. Once she entered the room she would shake the offered hand. "I've had worse. Try crossing the street while a tank tries to take off your head," she said with a cold smile. "I'm Sara, and officially I'm not here." She grinned a genuine smile now. "Unofficially I represent the Consuls of the Eoni. Now for business. The Republic wishes to discuss the potential return of the commune of Lembärsch to the control of the Republic."

Rinne snorted at Agent Sara's tank comment, "Something similar, I flew a fighter in the war...this isn't my first time in Lembärsch." An awkward silence fell as Vulderheim spoke up, "I can understand the Republic's wish to have the city turned back to them, but there's a few problems we are going to run into. First, the Federation has an obligation to protect the Lucilstani human population here, I don't think anyone in here has forgotten the recent history in Eonivelt concerning humans. There's also the matter that officially the Parliament does not recognize the Republic as an official state, lifting our military occupation of Lembärsch is something that would be seen as an indirect action of recognition. The other problems pile up with legal issues as technically, this is the Lucilstan Republic, what exactly would be Federation property after so many years of protecting the city and the biggest issue that I can see would be...why should we and what exactly is Eonivelt prepared to do for Ulzhitz in this case?"

Sara would wait for a moment to sum up her thoughts before responding. "First, the Interim Government's policies have been dealt with. Many Vichins found them too extreme and the Consuls have revoked them entirely, thus meaning that the policies enacted by the radicals have been dealt with. Now for your second point, while we would like recognition we can get around this." She would tap the table. "Now I am sure keeping a large armed force here is expensive. With a promise by our government to not harm those living here there would no longer be a need to occupy this region. Your government thus doesn't need to spend money to keep troops here. As for what would remain yours, anything you see fit to take with you. Our government doesn't operate with property laws so anything you wished to make yours you would take, barring any people of course. No one is property. Of course nothing of importance was here to begin with, this being basically the worst developed region of Luclistan."

"It would take some time for the entire occupation force to withdraw. The border would still be militarized until a true formal meeting between the Republic and Federation happens."

"Of course, we're not asking for instantly, we just want to set grounds for a peaceful relationship between the Republic and the Federation. If we can get this worked out, I believe we can easily transition to an official relationship." She smiled a little. "But as an act of good faith you can hold off on moving any troops until the Bill is passed, and of course you can withhold recognition as long as you want. We just want the Republic to be whole"

"Then its settled, we'll begin withdrawing troops once the bill passes. Parliament will relocate the divisions here to new assignments and the city will be handed to the Republic."
