Põhiliin, Ida Koi, Republic of Koi
Roheline Maja - An aging human sat across from a middle-aged koian, each at their own desk. The two would work in silence, flipping through papers and working on their reports. The koian peaked over his paper, looking at his colleague briefly and seeing her not paying attention to him. A hand slipped into his desk drawer while his other three continued to act busy on the surface of the desk, grabbing hold of a paper airplane before quickly tossing across the room straight towards the woman. Without missing a beat, her hand would come up and deflect the plane, letting it land unceremoniously onto the stack of papers next to her.
“Whatcha need Vidi?”
“You know what’s coming up soon, right?”
The woman would look out the window, peering at the city bustling behind the massive glass panes. “Spring?”
“Yes, and what’s big about the spring?”
“There’s gonna be a lot of new koian children?”
“Aside from that, Vic.”
“Blooms?”
“Think more political. Why we’re all here.”
“Mm. The staol treaty.”
“Mhm!”
… …
The quiet pause would be loud enough to make Vidrik speak up to break the silence.
“One hundred years.”
Victoria would finally set her paper down and look at her second-in-command. “One hundred…? I guess you’re asking about doing something special for it?”
“Of course. It’s a major milestone. One hundred years without a staol war. One hundred years of…relative peace. Peace for us, at least.”
“Whatcha planning? National holiday off work?”
“That at the minimum. But I think we need to go bigger. Invite the world’s leaders too and let them partake and enjoy our nation’s festivities and remind them that there are hardworking people behind their innumerable shipments. Plus, nothing builds goodwill like free food and parties.” The two would chuckle together. “I think they’d have a blast. And for those not a part of the treaty, it’s always a good incentive to join if they see how many are a part of it.”
“You mean invite them too?”
“Yeah. One hundred years is a big achievement, we can share it even with those who are not signees.”
“Mm, I see your point. Want me to draft something up?”
“You’ve got a better way with words than I do.”
The following message would be sent to all signatories of the International Staol Trade Treaty:
The following message would be sent to the remaining countries of the world:

"The King is busy, so I shall go." Richard was packing his belongings preparing to leave, his sister Mariah O'Donnell was trying to talk him out of it. "Send old Anton, you need to stay here Richie. The election is starting and O'Toole is gunning for you hard. Not to mention you're an independent now, the nationalist will make this harder on you." Richard kept bagging things and turned to her, "I need to do this, Ulster-Gaelia needs to do this. We put the bloody treaty in act with the other major powers, our people bled over Koi enforcing the terms. Do not forget the charge of the light brigade, their actions saved allied forces from defeat but at the cost of their lives. Every. single one. Died Mariah, Gaelic sons who never came back to the Emerald hills or the serene valleys of our island."
He continued, "No, this has to be done. I'll return to do battle with O'Toole and his foolishness." Mariah cared for her brother but knew once he fixated on something there was no bringing him down, "Be careful dear brother, journeys East are becoming hazardous." Richard kissed his sister's forehead, "If they couldn't kill me at Honolulu they won't at Põhiliin." Richard left with his Black Cloak entourage as Mariah returned to her wife, "Your brother is so stubborn" Candace said, hugging her partner, "That's how he's always been, strong headed and willing to face whatever comes."
Richard O'Donnell Taoiseach of Ulster-Gaelia would depart for the Republic of Koi as the UKUG representative.

The Roskanans were in the midst of a busy time within their homeland. Still, they'd find a means however to attend, and would send a few representatives to Pohiliin for the celebration, with some security to follow them. The majority of the staff would be Karrashi, with some Humans and a single Kithium. A ratio of 7 to 3 to 1. They would depart heading west on a train through Marrlan to reach Koi proper, rather than using the northern route through Grinvel.

Ashinara saw this as an opportunity to get closer to Koi - and, with any luck, position itself towards being accepted into the Staol Treaty. Being a member of SATO, the Ashinaran representative, Foreign Relations Minister Tagomych, along with sevral aides and a total of 10 members of the Royal Guard would ask UKUG to let the Ashinarans use the same route to arrive as the Gaelics.

The invitation from the Koian Dictators, the new Dirian Presidency, the new Chancellory, and the new Federal Minister of Foreign Affairs gave the Dirian Federation government a moment to slowly open its doors to the world again after nearly a decade of isolation. Thus, the Minister of Foreign Affairs crafted a hasty but pretentious diplomatic mission. Yet, after the Minister's proposal, a debate between the varying political allegiances of the Dirian Federal Ministries started over the infringement of isolation and negotiations between 'dictators.' Therefore, to bypass having to go through lengthy legislative exchanges and missing the Festival, a tiny but trusted envoy was to go to the Koian festival. Thus, departing from Fasai and docking at the Koian nation with the representative, the short but fat Zarou with brown fur and orange highlights named Ezekiel Atay, whom the Federal Ministry of Foreign Affairs considered their best lower-level diplomat, was entrusted and now attended. Consequently, after Ezekiel Atay arrived, he soon became well-known for two attributes, an unforeseen Dirian envoy who wore much Dirian symbolism in his oddly-informal formal attire and was overly talkative yet mannerly to fellow festival participants.

After receiving and processing the message, both the Pionare herself and the Head of Foreign Affairs would attend with a small Beast Hunter entourage. They would board the same train as the Roskanan diplomats and be on their way.

Though technically a part of Kumosenkan's empire, Elenria was nevertheless allowed to dispatch its own representative to the centennial celebration of the International Staol Treaty. Such an allowance by the Kumo imperial authorities should be nothing less than an honor and a sign that Kumosenkan was at the very least relaxing her iron grip on the steel collar on Elenria, but as the old diplomat strapped on her ceremonial armor, she could naught but feel a bit insulted to look at the double-moon seal of the TAKPOE government that painted her pauldron and crown. Her presence was little more than the pastels on another poster, and she had been informed that she was to be supervised at all times by a Kumo official.
But what little they had was what they had to be grateful as her mother had once said an eternity ago, and so she secured the last piece of her armor and took one last look in the mirror to work out the errant ribbon that draped over her horns. She looked like a prize horse.
A knock rattled against her room's door.
"Madame Diplomat? The car awaits outside."
She sighed and turned to the door.
"Yes, I will be there."
Perhaps a drink on the voyage to Koi would help.
Elenria would send diplomat Sesari Mei as their representative to Koi under the supervision of a Kumo officer, and as part of the Kumo delegation.

Kumosenkan saw this celebration as a key opportunity. Specifically for the Empress to make her first public appearance outside of the home islands. Reito Doku Kumo was carefully prepared and escorted by vigilant guards, both obvious ones and ones disguised as supporting diplomats. Reito's hair was done up in her usual pin-up style, and she was dressed in her formal yet casual red kimono in a way that showed off her pristine crown spider exoskeleton. Every step, every expression, and every hand movement was carefully calculated to ensure a positive perception of her character.
The Empress arrived on a Kii class battleship escorted by a handful of destroyers. She was, of course, greeted generously by the Koians, and she expressed her utmost gratitude for their hospitality.

NPCs Attending
The Imperial State of Galra
Upon receiving the letter, the Galran government would momentarily freeze up, not wanting to send people to a lesser country, but also not wanting to give any suspicions to their internal operations, Applegate would order Secretary of Foreign Affairs Octavian Raynsford and a detachment of four Inquisitors to protect him. The five would hop a train and take off for Põhiliin.
The Empire of Verak
While sipping on some expensive wine while going over the annual budget for the country, an aide would walk into the chambers of the Emperor and deliver a letter onto his table. "Thank you, Marcius." The aide would nod before taking leave, allowing the Emperor to read the letter in peace. He'd look back at the budget paperwork before placing his wine down. "Benvenuto! Get my coat! The Senate will deal with the budget! I'm going to Koi!"
Emperor Celio Octavius IV, along with his eight personal guards and ten soldiers for protection during transit, would ride by train through Nevarra up to Põhiliin.
The Grinvel Reich
To call the General Chambers of the Government ecstatic at the letter would be an understatement. The moment the Kaiser came in for the morning, the representatives would almost ambush the old man. After much explaining and several blank stares from the Kaiser, it'd finally be decided who would be going. Alongside Kaiser Milhaus Johan Vunderstran, diplomats August Steitz and Cecilie Kleinheisterkamp and an entourage of twelve guards for during the trip through the Free Cities Alliance into Koi.
Free Cities Alliance
The FCA would deny attending the festivities.
The Shahdom of Seleucidenia
The letter would be placed right on the top of the stack of papers he's working through. The Shah would stare at it before looking up at the servant that brought him the letter. "From Koi."
"I see that." He'd pull out a knife and open the letter. Moments later, he'd look up at the servant. "Bring me my writing utensils and fetch Manouchehr. I need him in my place for a bit."
"Yessir."
Shah Isidor IV Barakis, along with two of his most trusted guards, would hop on the first train to Koi.

Zarich would send Professor Gido Brönnimann and Assistant Professor Cloe Schüpbach with two personal guards to attend.
The Confederation of Mestrian States
The servant would knock on the door before entering, stepping into a scene of the Queen Empress with her face half submerged underwater. She'd look over at the servant before lifting her head out of the water-no wait that's a lot of blood-the lower half of her face covered in the dripping red substance as she looks at her servant. "Yes?"
"Letter from the Republic of Koi."
"What do they need? I hope it's not about Gliesograd again."
The servant would open the letter, reading it out to her.
"Huh. Yeah, I should probably go to that...Send messages to Fliora and Cagreau-"
"Do we need to talk to Reulla too?"
"-don't peep a word to them. I'm not letting them delay us because their committee gets into another deadlock."
"Anyone else?"
"No..." She'd dip her head back into the blood again, taking a sip, "They'll probably just bicker. At least with those two we show we need their staol again."
"What about Gliesograd themselves?"
"...Right. Yeah, send them one too."
The servant would nod before pausing at the door. She'd turn, taking a whiff of the air. "Rohka?"
"Mhm."
"You know they're bad for you."
"I know, but I wouldn't dare hurt anyone else for a bath."
"Your grandmother would have a fit if she heard that."
"Oh I know, but I have to at least make some people like us." The two would share a chuckle together before the servant would shut the door, leaving the Queen Empress to finish her bath.

The Week of the Celebrations
The various world leaders, ministers, diplomats, and others would all arrive at Suurliidu Jaam [trans. Grand Union Station], either by their own person trains or by the designated Koian National Rail's Specialty Trains that picked them up from the ports of Termingrad. The nearby Põhiliin KNRR Dispatch Base would house the trains of the diplomats, filling the usually empty yard to almost its maximum capacity with foreign trains parked cowcatcher to observation deck. Those who arrived in Termingrad would have their ships stored away within the Termingradi Mereväe Õu [trans. Termingrad Naval Yard] under the supervision of the Koian Navy for protection. Those few who arrived by aircraft would arrive at the Rahulik Valbe Rahvusvaheline Lennujaam [trans. Serene Valbe International Airport; named after Eedu Valbe, the Minister of Transportation who approved the initial construction of the airport], in which their planes would be held in hangars at the attached Põhiliin Lennubaas [trans. Põhiliin Air Base] for safe keeping.
Representatives of signatory countries of the International Staol Trade Treaty and their direct personal guards would be issued rooms within the Vaikne Juveeli Saatkonna Hotell [trans. Quiet Jewel Embassy Hotel]. The thirteen-story skyscraper would be one of the tallest buildings rising above the skyline of the city, located right at the East end of Embassy Row and the Southwest edge of the Government Plaza. The spacious rooms would be specially designed to cater to each representative's needs, with furniture designed to accommodate each species exchanged for the usual furniture located within. Over the bed of each representative would be their flag, along with a handwritten note from the Dictators welcoming them to the Republic of Koi. Within the attached kitchenette of each hotel room would be a small gift basket filled with flowers, chocolates, two bottles of cranberry-apple fruit wine [substituted with cranberry-apple juice for the Galran representatives], a small trinket unique to each nation [such as: a small battery-operated air-cooler for the Kumo Representatives, a small battery-operated model train for the Gaelic Representatives, etc.], and, if the representatives were known to smoke, two boxes of sugarcane cigars.
Representatives of other countries, their direct personal guards, and any additional guards brought for transit by any country would be issued rooms within the Messingist Templi Saatkonna Hotell [trans. Brass Temple Embassy Hotel]. This shorter but wider ten-story building would be located three roads down from the VJSH, right on the edge of the East residential district of Põhiliin and the Southeast edge of the Government plaza. The rooms would be adjusted to cater to the needs of the representatives with furniture designed to accommodate each species. Over the bed of each representative would be their flag, along with a handwritten note from the Dictators welcoming them to the Republic of Koi and thanking them for taking the time to come out to the peace celebrations. Within the attached kitchenette of each hotel room would be a small gift basket filled with flowers, chocolates, a bottle of strawberry fruit wine, and, if the representatives were known to smoke, a box of sugarcane cigars. For the personnel from each country that came for transit protection, they'd be offered rooms with spots for four per room with adjusted furniture, each with their own bed with their flag over top, and a gift box containing flowers, a bottle of cherry fruit wine, and a box of sugarcane cigars per room.
But that's just the insides. The locations the Representatives were staying were certainly done up more than usual whenever diplomats would come to Koi. Besides the usually bright and colorful materials and paints of all the buildings, every building visible down every block was decorated with bright lights with colored glass and fragrant garland covered in vibrant colorful flowers adorning every doorway. The trams were wrapped in the colorful lights and flowers, along with some of the freight trains rolling down the middle of the streets decorated in similar fashion. Though, it'd be evident these decorations were for something else as even people's homes in the residential district, personal cars, businesses further away from the plaza, and even the military bases that were protecting everyone's transports wore the same decorations.
The streets were abuzz, and not just from the countless wings of the Koian citizens flapping about.

O’Donnell had been in Koi a few times but preferred to relegate the trips to Anton and the ministry of foreign affairs. His mind remained on the upcoming election and how O’Toole was hammering hard on what was now pro human supremacy.
It was all symptomatic of the times, the SU poised itself as a supreme power in Ouhiri and the other nations were functioning as if a giant wasn’t standing over them holding a club, ready to bring down its ugly end.
But for now, O’Donnell would focus on the actual event at hand, he adorned his clan tartan and kilt. A sharp light green with golden lines accented by cold blue. His upper torso wore a black dress shirt, vest and jacket. Across his chest the tartan sash was buckled by a metal pin of his clan emblem. ‘Forward unto dawn’ his clan motto was etched into the metal pin in Caledonian, he left his room with his guards already waiting and proceeded to the main gathering for the event.

Director Mesny stared at the small toy the Koians had left them. It was a curiously wonderful little thing, a small toy fencer, who's battery-powered arm moved his arm slowly forward to strike and back to parry. Perhaps it was just his imagination, but the design of the figure reminded him of King Dante somewhat, may he rest in peace. Phillipe picked up the toy gingerly, examining it, trying to see exactly how the gears inside made it tick. 'I bet the Queen would love this,' Mesny thought idly to himself as he examined the fencer. It was plain to see that the item was finely crafted, the fencer wearing the white padding of a duelist, rapier in hand, though he lacked the face mask that one wore when in a match. Perhaps he was simply practicing beforehand. The fencer's face, the only part of the toy's skin showing, was tanned, and his hair was black. They eyes were small dots of blue painted in the sockets, the mouth of the doll curved up in a small, cocky half-grin.
"How does my tie look?" d'Amande asked, straightening the garment as he looked in the mirror.
Mesny sat the doll down carefully, turning to face his associate. "Your tie looks fine, Marcel, just like the first two times you asked, now stop readjusting it," Phillipe said. Phillipe's own tie was a light blue, while Marcel's was a dark green. Both men wore dark blue suits with gold fleurs pinned to their lapels, each man one piece away from containing the colors of a full Franerri flag in their outfit. With that, the two men proceeded to the main gathering for the event, their two guards in tow.
