Franerre had, with the exception of Tafatu and the small Ashinaran force already inside Franerre at the time of the war, been fighting against Galra and Shysil alone. With news of Galra invading Lusatia and the UKUG, as well as of Grinval's own invasion of Marrlan, it was assumed that no foreign help could come to Touli. Asking for any would have been pointless, anyway, as with the Galran navy off Franerre's coast, no supplies could come into or out of the country. Yet, with news of the UST's neutrality, and turning of a blind eye to any war materials volunteers going through their ports, the idea of foreign support became a potential reality for Franerre. And so, with some reluctance, a message containing the following information was sent to Lusatia and all members of SATO:
Franerre was under assault from both Galra and Shysil. Franerre was having success against Shysil, but Galra had managed to take the eastern portions of Franerre. Franerre currently had little chance of stalling the Galran advance short of the River Marse, which would result in the entire eastern half of Franerre under Galran rule. The exact status of Tafatu was impossible to ascertain. The Union of South Touli was open to sending arms and manpower to be shipped into their ports, so long as the sending nation would pay for their transport. Additionally, the technical specifications of the captures Galran Light Tanks from Shysil would be sent.
Franerre would request to know what, if any, support could be provided to Franerre, as well as information about the general state of the war for all SATO + Lusatian combatants.

Marrlan would respond with a rough breakdown of its current status, and that of its immediate neighbors. Roskana would also respond with much of the same, highlighting their portion of the joint Grinnish-Rosark front.
Marrlan would ask for more details surrounding both Franerre and Tafatu when more information could be gleamed. A reinforcement expeditionary force was being prepared, but could not be sent until further info on the security of sea lanes could be judged. An operation to send a guarded force was planned, but a better option would be preferred.

Franerre would reply that some Galran units had already made it to the River Marse, though no more information had been learned on Tafatu. Additionally, every nation would be informed that, according to the UST, any nation flying their flag would be safe from Galran attacks, or else the Union of South Touli will enter the war against the Galrans.

Marrlan acknowledged the information and began drafting plans to send equipment through the UST. The plan to send the EF under UST-bannered ships was executed soon after as well, with the confirmation of a port that could easily access both Tafatu and Franerre.
The reinforcement group was comprised of: 10,000 Standard Infantry, 2,000 Heavy Infantry, 2,000 Special Infantry (1,000 Beast Hunters), 20 Tankettes, 30 Armored Cars, 50 Field Arty, 100 Howitzer Arty, 100 Mortars 5 Fighter Biplanes, and 5 Bomber Biplanes. Lead by General Loa (Low) Khaz.
A shipment of 10 Armored Cars, 10 Tankettes, 70,000 Munitions, and 45,000 Small Arms would be sent. Among the small arms, 2 Brigades worth of Marrish Semi-automatic rifles, and 1 Battalions worth of AT Rifles.
