The Ashinaran ambassador to Franerre, stuck in Pareau along with his staff due to the naval blockades, was tired of sitting idly, as the current military situation meant there was not much Ashinara could currently do, their main force still on lockdown due to the same blockade. One of his embassy staffers, Pavel Blyakhin, a middle-aged Eyrian man, proposed to run a joint Ashinaran-Franerri military newspaper, aimed at keep up the fighting spirit of soldiers and civilians alike in both nations, highlighting feats of heroism despite the overwhelming enemy advance.
Representatives of both the Franerri government and military would be urgently invited to the embassy to discuss the idea.

The issue went through surprisingly smoothly with the Franerri government. While there were a few voices saying that it would be a waste of time and resources, the utility of such a newspaper for propaganda purposes was evident and valuable enough to be worth the time. As a compromise, and as a reward depending on one's viewpoint, the project would mostly be the purview of the same Ashinaran who had brought forth the idea. There would be some Franerri journalists assigned, as well as a few printers to ensure the paper could actually be printed and a few military channels were opened to them that allowed the newspaper to find stories easier, but otherwise it would be mainly an Ashinaran affair.

With the Franerri approval, the embassy has designated Blyakhin an Officer of Military Correspondence, and put him in charge of the freshly created Office of Military Correspondence - the physical location of which, until better options are procured, would be in several previously unused rooms in the embassy building. The details of this new development were also swiftly telegraphed to Ashinara.
Until Ashinaran staff would be able to arrive, Blyakhin would request a dozen or so of Franerri Army volunteers who had prior journalist experience - who would be tasked with interviewing soldiers directly on the frontlines.
While the Frontline Correspondent (that is what the newspaper was named) manpower was being assembled, Blyakhin began writing the first article for the newspaper, telling of things the embassy had access to - of Ashinaran troops currently in Franerre helping the fight, and the massing Ashinaran army back in the home islands, vowing to come and fight side by side the Franerri troops once again.
