The procurement of war material is done directly via the various Armed Forces Offices of Acquisition. Leveraging Roskanan military funding it utilizes this to direct the industrial might of the Roskanan state, or its finanicial might otherwise, to procure the military hardware necessary to wage war and protect the country during conflict from both the internal defense sector and foreign, allied defense sectors.

The Civilian Acquisition Office is a organization in the Roskanan government, presently responsible for administering the economic growth of the nation, and catalogging all development made by the government, though it archives private civilian development as well in order to better facilitate record-keeping, be that for legal reasons, or government scrutiny and acquisitions. It works closely with the AFOA and may at times subordinate development to meet military needs, ala wartime conditions or military build-ups.

ORDER #01 - Sablien, 1935 - Factories in Auran, Other major cities in Northern Unoccupied Roskana

1. [Development] Pursuing a means of combating Grinvelian artillery more effectively, the Roskanan Army and Marines have placed a call for shells with greater range to supplement their current stocks of howitzer shells, so that counter-battery fire can reach Grinvelian guns further back. While not as effective as a wholly new gun, a new shell was easier to produce en masse while a proper new cannon was not yet available. The overall objective would be to make a shell that reaches further, but can still be fired from the current conventional artillery in the Roskanan arsenal, though at a reduced explosive load due to its higher propellant amount and lighter construction.

2. [Development] With a noticeable disparity in range and firepower, the Roskanan army and marines had put out the call for the development of a new, heavier howitzer battery to be able to reach Grinvelian guns. The overall aim would be to create a 130mm Howitzer to supplement the current 107mm system, and to give it the appropriate shell to be able to devastate both enemy positions, and light to medium, and hopefully even heavy armored vehicles. B&A Armories would be awarded the contract and start designing and prototyping immediately. 

3. [Development] The development of better towed and vehicle-mounted 40mm anti-aircraft guns to increase the firepower and capabilities of present ground forces against low-flying aircraft.

4. [Development] The development and testing of armored-car mounted anti-aircraft guns, and anti-tank guns, to see suitability for frontline use.

5. [Development] The development of a larger shaped-charge mine for use against enemy tanks.

6. [Development] The development of improved mortar systems for infantry use, optimized for range and higher explosive payload.

7. With the situation on the frontlines likely to stagnate, or slowly end up drawing back towards more Roskanan positions, the Roskanan Army began to place orders for the production of additional conventional and heavy artillery in order to supplement defenses behind the frontline, as well as to reinforce those at the front already so that they might be able to better resist the SU. As such, an order for the production of additional howitzers was made. 

8. Because of substantial Grinvelian Air Power proving to be a major hindrance to the success of combat operations on the field, and a serious threat to Roskanan war-fighting potential long-term, the construction of additional aircraft is deemed necessary to meet the threat in the skies.

9. Due to Grinvelian Armor and advances in anti-vehicle weapons, anti-tank guns have taken priority over the further development of field artillery weapons, as they fill a particularly necessary niche and will serve as defensive weapons while Roskanan tanks are still in production and development. 

10. Flak batteries have been placed on order to defend against enemy aircraft.

ORDER #02 - Late Obsillia, 1936 - Factories in Eastern and Southern Roskana

1. [Development] The reorganization of dragoon and carabineer elements, to be converted to standard infantry and rearmed, as well as retrained. Their mounts will become beasts of burden for logistical purposes.

2. [Development] The creation and implementation of an upgrade package for Roskanan light tanks, focusing primarily on giving the vehicles additional side protection and defense against enemy light AT weaponry with steel armor panels. An upgraded gun from the current 37mm gun to a 65mm gun. As well, an upgraded engine for this new variant of the Light Tank so that it may be able to move quicker and support the additional weight of the armor on its frame.

3. [Development] The adoption of the SIR (Standard Infantry Rifle Model 3/Semi-automatic Infantry Rifle) for all active duty units.

4. [Development] The creation of an artillery shell with a time-delay fuse, loaded with small bomblets for deploying clusters of explosive munitions with fragmentation shells to attack infantry and trenches. As well, a thermite-based variant for use against unhardened or wooden structures.

5. [Development] The adoption of the Recoilless Anti-Tank Rifle (RAT) for all active duty units.

6. [Development] The manufacture and adoption of anti-armor rifles sourced from the CN before withdrawal for widespread adoption of all infantry forces.

7. [Development] The manufacture and adoption of submachine gun designs sourced from the CN before withdrawal, for widespread adoption by all infantry forces.
