With the siege of the capital and the occupation of most of Marrlan's territory two contingency plans began running. While delayed upon the arrival of reinforcements from the UKUG and Nevarra, both were let continue as a final measure.
A division (8,440) of soldiers, a healthy mix of Army and Marine elements, was slowly assembled. The exile Division waited for current recruitment programs and training to finish and replenish frontline forces so experienced troops could be cycled into the group. When new Beast Hunters were trained, at least 1,000 experienced hunters would be removed from the front to supplement the detachment. Morgan Sheffield, Leia Korsky, and Rain Aftdwell would all head this final expedition. The final vestige of the Marrish government should Harbaville fall to the Grinnish tide. Multiple locations were judged as potential areas for refuge. Maiz, Nevarra, the UKUG, and even Amali despite the more sparse communication between the two nations.
Pomaz however, was one of particular interest.
The mostly hidden, but divided nation presented a tumultuous pick. Before it was entirely glossed over however, a telegram came in. A former Roskanan General and a familiar Mercenary. Sheffield had made his acquaintance for contracting on Bordhan before and he was, as he described, "Reliable, respectful, and impassioned." Aftdwel recognized the name as well, and quickly found the man in his files. While not extensive, they corroborated his reputation and declaration of returning home to see it restored to glory. The General as well was less known but made a quick name for himself attempting to bring new tactics to Roskana before Marrish record had cut off, seemingly from a reassignment. The Expeditionary force commander noted his competence and equal strength of character. Ultimately the decision was made, to lie low and return to their roots as freedom fighters while they were away. To Pomaz they would sail once the final preparations were complete.
The secondary plan was similar, and involved sending former Pionare Todd O'Rourke, Head of Research Jein Wacu, and Head of Internal Affairs Craig Seaforth to Crab island where they would use what little construction supplies available to make fortifications and extremely limited industry if possible. This was the most pure act of desperation, as not much more than packing plants, small towns, and ports furnished the small land that the island offered. The City of Atlantis was considered due to its location on the bay floor, but it was dismissed for its proximity to the mainland. even if Grinvel didn't have a diving corps, they would make one putting Marrlan on an experienced playing field but with little support from allies.
Further heads of state were urged to consider the plan, even the Pionare herself, but all refused. What few heads of state agreed would be the only ones to survive should Harbaville fall. The lines of succession were clear in the case of both the Senate, Pionare, and the governor of Harbaville all being lost.
