Elenria's current state of the civil service leaves no room for the soft-handed approach of a conventional government and severely restricts Her Majesty's ability to trust local officials and commanders to carry out their tasks competently, or at all. On the advice of the Captain of the House Guard, Her Majesty Akel II has decreed in the face of invasion a system of governance by decree made flexible with the dispatching of Imperial Martials from the Royal House Guard across the country to oversee the efforts required for defense. Heading the whole effort is the Queen herself as the chairwoman of the newly formed Elenria Joint-Ministry Wartime Commission, responsible for directing the country's strategic development and defense alike from the national level alongside her Ministers of the Cabinet.
