International Staol Trade Treaty Vaylien 12, 1869
A Treaty on the Uninterrupted Movement of Staol across International Borders.
Done at Oakheart on Vaylien 12, 1869. Entered into force on Bellien 9, 1869.
The International Staol Trade Treaty, hereby referred to as ISTT or Treaty, is drafted to cover the free trade and movement of staol across member states of this treaty. At the drafting of this treaty, the sole proprietor of staol is the United Kingdom of the Kois and Korellas, hereby referred to the UK, [amen. 1897] the Republic of Ida Koi, hereby referred to as Ida Koi or Koi, though this treaty will cover any further nations that come under the possession of their own staol deposits while being a signatory of this treaty. Further Nations owning their own Staol deposits include the Tyvian Empire, the United Soviet States of Rovuellia, and the Excellonian Federation.

Section 1 - On Free Movement
Transporters of Staol will be allowed to move freely across borders of nations. Transporters may not be interfered with or prevented from continuing if they are passing through to another nation, unless extreme conditions, such as obstacles or war, prevent further movement in their expected travel direction.
Nations may halt Transporters to search for illegal goods, though any content written on the Manifest may not be removed under penalty of fines and military action from other member states if needed. Transport Crews may not be removed/arrested from their Transports without due cause and immediate alert to the owning state to send a swift replacement crew. Arrested Crews must remain with the Transport until the replacement arrives. Transports may not be tampered with while crews are being interchanged.

Section 2 - On Free Trade
The UK Ida Koi is responsible for the swift delivery of staol to nations having purchased it. No state may stop the Transports delivering said staol purchase. In the event of an emergency that results in the loss of a Transport with delivery, the UK Ida Koi is expected to send a replacement in a timely manner after the investigation of the Transport loss.
States found to having sabotaged Transports will forfeit their rights to the purchase of staol, and may receive military action against them.
If the staol has been purchased, the delivering nation may not withhold transport unless extreme conditions are present, such as embargo, obstacle, or war, in which case the delivering nation is expected to return the money unless an alternate route becomes available.

Section 3 - Transports
Transports can include, but are not limited to, carriages, freight trains, and cargo ships. The Crew of a Transport is all those required to operate the vehicle, as well as any guards required to protect the goods. Transports will be clearly marked with the origin nation, as well as the official plate of the staol routes.

Section 4 - Rail Transports
To ensure the safety of Rail Transports, the UK Ida Koi will be allowed to lease property from foreign nations on thirty year periods. The tracks will be built in the Koian Standard Gauge [4 ft 8.5 in] irregardless of the gauge of the foreign nation’s railways.
Aside from tracks, safety equipment, and reloading equipment, the UK Ida Koi may not build other structures on the property they possess without the permission of the parent nation. At the same time, parent nations must alert the UK Ida Koi of any plans to build on or around the tracks and wait for clearance so as to prevent accidents or miscommunications.
The lease period of thirty years will be accompanied by payment of property taxes to the host nation on their yearly tax basis. The tax is to be negotiated at each lease period and may not be changed in the middle of the lease period.

Section 5 - Passing Territory
Not every nation is expected to join the ISTT, though may be a vital connection point between two different areas. As such, signatories of this treaty may also decide to forgo imports or quit imports if they previously have, though will still be bound by the laws of the treaty to ensure that Transports may pass through unhindered. Nations choosing not to import Staol will still get the benefits from the Transports.

Section 6 - Ratification
The Ratification of the International Staol Trade Treaty is to be voted on in whatever manner the nation has for agreeing to international treaties. All nations that ratify this treaty will be approved by the Founding Committee, consisting of the United Kingdoms of the Kois and Korellas the Republic of Ida Koi, the Tyvian Empire, and the United Kingdoms of Lusatia and Jzegrad.
