The Government of the Greater Imperium
Long Form Overview
The Greater Imperium is administered from the Capital City of Macragg, located in the Eastern portion of the nation, stretching out along its Coast and within sight of the mountains but not centered on them. It is from this city and its Palaces and Fortress Keeps that the many agencies of which administer various aspects of the Imperium are centered. It is as well, from here that the Imperial Palace itself overlooks the sea, and the Monarch of the Greater Imperium, the Master of Macragg, or rather in simpler terms the Lady Empress, rules the nation. The Imperium is a vast and populous country, often fairly cold in the early months of the year and later, with a short spring and slightly longer summer that make up its growing season. The country primarily relies on Oil and coal for its energy and is largely industrialized, though the land outside its cities is largely undeveloped save for major roadways linking cities, sometimes some leading to improvised roads or recently paved paths to villages and lesser-known towns, while any more major ones tend to be major processing centers for resources or railway towns.
The Imperium is comprised in majority, of three distinct species of bipeds of which make up over 90% of its population, estimated to be more accurately 93% - these races are the Humans(Homo Sapien), their skin being white and hair usually either brown or blonde with blue and hazel eye color, The Kithium, of which are a felinoid(Felin Sapiens) race of which inhabit areas near the edges of mountains and along the hills, and then the Festria(Pryocite Sapiens), a race of which is known for inhabiting the mountains and having generally rather strong builds, with resemble to raccoons with Red and grey fur in place of brown and white fur everywhere else, and red hair. Other races do exist within the borders of the nation, but are typically relegated to a state of servitude unless legally immigrating from neighboring nations.
The Imperial Government, governed by the Master or Mistress of Macragg, or simply just the Emperor/Lady Empress of the Imperium, overall administers Internal and external affairs of the nation, and its greater duties are detailed:
- The Protection and Propagation of Imperial Culture and the Imperial Way of Life, as well as the Protection of the Sanctioned Rights of Legal Imperial Citizens.
- Enforcement of the rules of Imperial Law as laid out in the Imperial Creed of Law and Order, both foreign and abroad.
- Expanding the Imperium's Influence for the benefit of Imperial citizenry, via trade and economic means, warfare, or cultural exchange.
- Ensuring the basic necessities of life are given to the Citizens of the Imperium - Food, Water, Shelter and Personal Protection.
The Imperium is governed by the Imperial Creed of Law and Order, and all Imperial Institutions and Citizenry are expected and indeed legally obligated to abide by its codes and laws. The Creed as well laws out the legally proportional punishments for crimes within ranges, called Tiers. Criminals are apprehended by local law enforcement, or by the larger nation wide body called the Inquisition, and are brought before local judges, or sometimes they might be brought before Imperial Justicars, of which will sentence them based on the crime and what its tier would warrant as a punishment, alongside personal judgement as to the severity and any witness testimony.
The nations official language is Gothic, but there are two dialects of, of which Low Gothic is the norm and spoken by everyone - while High Gothic is reserved for the Aristocracy and military by and large. The state religion is the Imperial Cult, and worships the nation, and emphasizes unity of purpose and will, willingness to be charitable, and duty to protect the nation and its leader, the Master of Macragg.
The Imperium is governed in a system resembling feudalism, though it has adopted aspects of Capitalist, Socialist and Communist thought based on the needs of the nation and as well, to allow the government the ability to operate and handle crisis and conflict by shifting national focuses of goods production relating to any major material or so, and as well to move it where it needs to with the government owning all major elements of logistics. The feudalistic aspects of the system come from how the Empire itself devolves power to local regions to allow for problems that do not require the attention of the Central Government, I.E. the Master of Macragg and larger Imperial agencies, to be solved within that area and as well, for their cultures and regional traditions to be generally respected as to appease the citizenry.
Economically, the nation allows for the private ownership of businesses and local ownership of the means of production to private individuals belonging to the proper social classes. However, major infrastructure such as all City Constructs(Buildings, Roads, Signs, etc.), Highways and Freeways, all Major Good Producing Factories(Including Firearms, Farms larger than 56 acres, and Factories producing Locomotives and other major logistics elements), and the means of Major/Strategic Resource Production (All major Iron Mines, Steel Mills, Aluminum Refineries and Bauxite Mines, Coal Mines, Large Lumber Yards, etc.). However, smaller businesses and 'companies' are left to the control of the individual or collectives of individuals. These individual businesses are subject to staying within the boundaries of their own province where their headquarters is, and as well they are subject to taxation, 15% of their total product, and 15% of their total monetary revenue.
A minimum wage does exist within the Imperium, and is enforced by the Imperial Creed and part of Imperial law. This says all citizens receive approximately 1.00 Wreathe Coins. They may as well receive an equivalent in Local Currency. Government workers however receive at base, a standard wage of 2.00 Wreathe Coins. The Imperial Government pays higher wages to Military Workers, of whom receive a standard of 300.00 WC in their weekly check, and depending on their pay-grade, receive from 300.00 to 700.00 weekly. Those who work for the Inquisition receive 250.00 WC in their weekly checks, and higher officials within, up to 400.00 WC. Local Law Enforcement, 5.00 WC.
Citizens are allowed to open and operate private stores selling produce and consumer goods if said goods were locally produced and they are not government-produced goods. Townships, Villages, and Cities may elect to open market areas or build market areas inside of unused plots of land or on wide enough streets with proper safety considerations taken. These are areas where privately produced goods can be bought and sold. The Government does not restrict the sales of weaponry and allows all citizens the right to openly carry Melee Weapons and Infantry Fire Arms of Civilian and Military Grades, however, citizens may not manufacture weaponry any more advanced than Single Shot Bolt Action Rifles.
Citizens may move between Provinces, but may not leave the nation. Additionally, if a citizen is a criminal, they will remain permanently within their home province, or returned to to live within permanently, their home province. Citizens may move to and from Provinces for work. Citizens may not leave the country, unless allowed to by the Imperial Border Guard and Imperial Immigration Authority. Illegal Immigrants will be deported or put to work in Government Labor Camps, until they either become citizens, or are deported at a later date.
Slavery is only legal if done to Criminals of which have committed second tier and third tier offenses, and illegal immigrants. Slavery can be a temporary state, or a permanent state, generally it is temporary. Slavery is a term used primarily to mean: "People that are considered property and exist in such a state to repay a societal debt, either in perpetuity, or over a set period of days, weeks, months or years." The normal term for slaves is Serf.
The Heirarchy of Power in the Imperium, is arranged with the Master of Macragg, or simply Emperor/Lady Empress at the top, and all governmental bodies coming down from here. The Master of Macragg, while bound by basic constitutional codes written into the Imperial Creed of Law and Order, they are in a sense above said creed and allowed to do as they must. It devolves from there.
