Changed 26 to 28 to make way for Aim's npcs.
Changed from 28 to 16 cause the big toast in the sky said that was more acceptable.

Political Map updated to now contain new players and new NPCs. As per the standard, users may exchange places with NPCs / claim over top of them, though sometimes it may be best that those who choose to be where an NPC stood keep anything written about them to prevent confusion.
As of this message, any user that is a member of the NPC Creator group may start writing, editing, or whatever any NPCs they wish to write.
