They eventually arrived at the Foreign Ministry, and upon entering Valantinas' office, the Foreign Minister sat down and prepared for business.
"So, what kind of relationship between our nations does your government seek? The Prime Minister wishes for nothing more than he wishes for strong relations between our states, but what exactly that means he left to me, and whatever your government wishes. In particular, I favor a removal, or at least a great reduction in, economic barriers between our nations. Though your economic system is extremely different from ours, and, indeed, what our intended end-goal for our economy is, nevertheless, it would be foolish to not utilize each other's resources to strengthen ourselves. As for politically and diplomatically, an end to immigration and travel restrictions on our end will be lifted, and our government is currently reviewing the potential to reopen talks regarding the restoration of the Entente."

"We are actually in favor of everything you just suggested. The biggest holdup for the restoration of the Entente was that relations between the URRV and the other members was not the best. However I think we have all reached a stable position." Phillipe would smile. "Even if the UK is not in favor of the restoration of the Entente, we would be willing to at least get an agreement to defend each other in times of crisis, as well as share information if we receive information about an impending danger to each other."

"That seems fair enough. Lusatia is open to a defensive pact and intelligence sharing."
The Foreign Minister thought for a moment, then continued, "We could probably draft a preliminary version of all that which we've discussed thus far, and spend much of the time in the coming weeks or months settling the fine details."
"That about covers what Lusatia would want from our peoples' partnership. Is there anything else the URRV would want?"

"That sounds good enough for me," Phillipe said nodding his head in agreement. "I can't think of anything else, I believe we have covered all of our bases." He would pause. "Though something did come to mind. How does your government if I breached the topic of the Shah?"

The Foreign Minister sighed in resignation, clearly not relishing discussing the shah, and responded, "It wouldn't hurt to discuss him, I suppose. What about him?"

Phillipe would cough. "Well as you know he is public enemy number 1, and we would reallg like to ask for his extridition to face trial for his crimes back home."

"And that is a certainly fair request that Lusatia really has no business refusing." Valantinas rubbed his eyes, then continued, "Which is why I'm going to need to explain why my government is unable to extradite the Shah to yours at this time."
"Though your nation does not practice the death penalty, and, in fact, were it all that our government had to consider, we would gladly send him along to your nation immediately for his trial. There's, however, two reasons as to why we cannot acquiesce."
"First, politically, it'd be a dangerous precedent for Lusatia to turn over the Shah, as it would severely damage our international credibility as a haven for political refugees. While the Shah is a war criminal who should have never been accepted in the first place, there is no legal precedent in Lusatian law for us to turn over a previously accepted political refugee to our nation. Second, his health is... delicate, to say the least, and it seems unlikely he'd survive the journey, whether it be by train, air, or sea. If he recovers somewhat, it might be safe for him to travel, but as it stands, it's highly possible that the trip itself could kill him before he could ever stand trial."
