Tevpenko made a split second decision that it would be best to honor the customs of the nation they are currently guests in. He and his assistant walked until they were level with Luca and kneeled in the same manner as Luca did.

After a few seconds of kneeling, the King spoke. "Rise." Luca did as his sovereign commanded. "It is a rare occasion that I am able to honor the presence of foreign guests, much less one who is so..." the King paused, the confident look on his face faltering as he searched for the right words, "...relevant to Franerre's interests as Ashinara. What word do you bring from your Hetman, I believe the term was?"

"It is indeed, Your Highness," Tevpenko answered, after he rose, following Luca's example. "Hetman Gavrylo Skoropads'ky bids his greetings to you, one royal to another. And with me, I bring his word. Himself, his advisors and your diplomat, Pan Luca, have worked hard on formulating a deal to benefit both our nations, and to bring us together to prosperity. Your Highnesses' approval is the last thing that is needed to make it final."

“Well then,” the King said, “Let me hear this deal of yours. I’m interested in hearing the specifics of the offer.”

"It is all in this document," Tevpenko said, as he pulled two scrolls out of his briefcase.

Ashinara-Franerre Cooperation Agreement (Draft Version 1)

Article 1: Ashinara and Franerre shall engage in cultural exchange. This includes, but is not limited to, introducing each other's languages in their Higher Education systems, import (and subsequent translation) of each other's literature and other works of art, and opening of borders for tourist visitation between the two nations.

Article 2: Ashinara and Franerre shall engage in trade of both raw and produced resources, with the primary goal of uplifting and modernizing the economies and industries of both nations to catch up to the Old World.

Article 3: Ashinara and Franerre shall agree to a non-aggression pact, and should a conflict of interest between the two nations arise, they shall take every possible route to resolve such conflicts at the negotiation table.

Secret Article 1: Motivated by the threats posed by Old World colonial powers of Kumosenkan and Galra - Ashinara and Franerre shall, with no such announcement to the world or it's own civilian population - with the intention of minimizing risk of pre-emptive strikes by any Old World colonial power -  begin military cooperation to safeguard both nations from a hostile takeover by any Old World colonial power, beginning with small-scale co-operation and organically growing into a full-scale defensive pact once both nations become stronger both politically and militarily.


Secret Article 2: The terms of this treaty may, potentially, be extended to other Touli states, in order to grow the Ashinaran-Franerri sphere of influence on the continent of Touli to outcompete the Kumosenkan sphere of influence stemming from Elenria, Galra shpere of influence stemming from Wochourhiel and Gaelian sphere of influence stemming from Zedonia.

Secret Article 1: Motivated by the threats posed by Old World colonial powers of Kumosenkan and Galra - Ashinara and Franerre shall form a defensive pact, and work together towards maintaining the independence of each-other, as well as, potentially, other Touli states, with the potential of extending the current treaty to said other Touli states, in order to grow the Ashinaran-Franerri sphere of influence on the continent of Touli to outcompete the Kumosenkan sphere of influence stemming from Elenria, Galra shpere of influence stemming from Wochourhiel and Gaelian sphere of influence stemming from Zedonia.

As the King would begin opening the scrolls to read them, Tevpenko would explain why there were 2 scrolls. "The Government of the Hetmanate held a conference discussing the terms of entering into any agreement with Franerre. After heated debate, the Royal Advisors have come to an impasse on 2 options in military cooperation, both of which are outlined in the Secret Articles on both drafts. Hetman has descided that you, Your Majesty, should be the tie breaking vote on the matter. The one you sign shall become legally binding for our nations, while the other shall be torn to shreds. Unless, of course, Your Majesty has a third option to propose."

The King stared at the two documents, scanning them over and over again, looking for the catch. This was all too good to be true. Sure, the National Chamber still would need to sign off on both documents, but there would be no reason for them not to. The first version, with the gradual build up of military commitments, would be the better option no doubt. Despite logic saying there had to be some catch, well, Dante couldn't find any sort of hidden wording in the treaty that would come back to bite Franerre, and he just didn't have that gut feeling against it.

"A treaty of this magnitude will need the approval of the National Chamber as well as myself," the King said, "Franerre is a democracy after all. I see no reason, however, that the first draft of this treaty would not prove more than amenable."

"We will be looking forward to the reply from the National Chamber, then," Tevpenko replied.

After a few days of surprisingly calm deliberation, given the usual tense state of the National Chamber, the treaty was agreed upon.

After the signing of the initial treaty, representatives of the Ashinaran Ministries of Internal Affairs, Infrastructure and Agriculture, as well as representatives of some of the largest companies, would come meet with their Franerri counterparts to discuss the specifics of trade between their nations. After some deliberation, a trade agreement has been met.

Ashinara-Franerre Cooperation Agreement: Trade Attachment

This Attachment shall come into effect at the beginning of Spring 1931, and shall be active until a new Trade Attachment voids this one.


Article 1: Ashinara shall sell Franerre 2,000 Units of Rubber per season, for a price of 500 Units of Silver per season.

Article 2: Ashinara shall export 500 Units of Fruit to Franerre per season

Article 3: Franerre shall export 1,000 Units of Support Equipment to Ashinara Once

Article 4: Franerre shall export 500 Units of Oil Products to Ashinara Once

Article 5: Franerre shall export 500 Units of Plastics to Ashinara Once

Article 6: Ashinara shall export 1,000 Units of Raw Ore to Franerre Once

All above Articles shall be achieved by taking the outlined resources in the outlined amounts out of the global market export, and instead shall be dedicated towards trade between Ashinara and Franerre.
