The Lusatians investigated the ammunition issue and identified a potential problem they believed to be causing the failure to detonate consistently on time.
It was surmised that the companies took shortcuts when designing fuses for their ammunition and that there was no procedure for standardizing fuse length. Such a shortcut would not be noticeable with artillery bombardments - precision in timing less important than precision in aiming, but with an anti-aircraft weapon, timing was every bit as important as aiming.
An investigation would commence into ammunition manufacturing practices at Lusatian arms companies, with the government insisting on proper standardization going forward.
