"The price of these weapons is far worth the advantage they will provide us in these coming months. As for your automatic weapons, we'll take enough to supply roughly twenty thousand men to begin with. " Kathrine replied "Beyond that, since the opportunity is present I'd like to discuss our next construction order concerning your industrial support. We'd like to see about the establishment of oil refineries to take advantage of our surplus of 'black gold'.

"Oil refineries?" Suggii questioned. "What need do you have for those when staol is available? Though I suppose we wouldn't be opposed to you having them, nor is it up to our discretion. The companies are waiting to be used for whatever you please, so send in an order whenever you wish."
"In respect to your military orders." Her assistant continued, totaling up everything that had already been mentioned. "Four billion yairen for twenty thousand automatic weapons, five hundred and sixty-one million yairen for two hundred thousand Shihiku Type Twelve Rifles, another two billion yairen for the artillery pieces, and at least a billion yairen for relevant ammunition. Since, of course, you are our friend and ally, we could reduce the price of some things here and there, but all told, you are looking at at least seven billion yairen or one hundred and ninety-nine million ducet.

Double checking her own numbers, Kathrine seemed mildly disappointed as she spoke "I must admit that this stands as a rather expensive order, by our standards. We can accept the Shihiku deal as it is, but beyond that only five thousand of the automatic weapons are to be imported. The rest stands as too costly compared to our other needs."

"Have you considered requesting some of our older gear?" Sugii questioned, surprised at the lack of any form of negotiations. "Of course, asking for our most advanced equipment is going to cost an arm and a leg. Right now, we have tons of gear stashed in storehouses from our Hawaii war that we can let go below cost if it means we can clear up storage space. For example, our Type One seventy-five millimeter artillery piece we could happily sell at a considerable loss, four hundred pieces with ammunition would only run you three hundred million yairen. If you're willing to use our Hawaii MG, you could equip twenty thousand women for only two hundred fifty million yairen. With just those downgrades, you could still take the Shihiku rifles for only; we'll call it, an even billion Yairen."

"For an initial purchase, that will have to do for what we can afford. Beyond this matter with the Xagreau, our forces will have little more to do then tend to our lands." Kathrine gave pause, seeming to be lost in thought for a second before speaking "However, we are willing to seek a deeper relationship when it comers to the matters of trade. As I am sure you are well aware, the position of our nation lends itself a great deal of naval control over the southern trade routes of Touli. While I am aware we have already given dock rights to Kumo, much of our southern regions is sparesly popluted beyond a few hold. Taking this into account, we are willing to purchase aid in established several navel bases and refueling bases along the coast. These will serve both Valderan and Kumo interests in the area, allowing our friends the ability to better secure their own interests"
"As you have also mentioned, Staol is something the people of Valdera lack. Coal has long given us warmth, but the power shown by the 'Sky-Coal' is far too great to ignore. If possible, we would like to discuss import of the resource, be it a resource exchange or market rate purchase"

"You wish for Kumosenkan to be your proxy in the Staol market? This is something we can offer, but we would have to upcharge by at least ten percent to cover shipping costs." Sugii continued plainly. "As far as base construction, we would be thrilled to aid in your construction along your southern coast. We would even be willing to do so for a significantly reduced cost in return for partial ownership."

"Ten percent is agreeable and we can accept partial ownership of bases built and maintained under a lease agreement. I would also like to inquire about a possible railway being established between both settlements and these bases along our southern coasts." Kathrine said "The UKUG has caused the stalling of our own rail construction in the north with the failures of it's imperialism, leaving us little choice but to look elsewhere to bring prosperity to our nation."

"Kumosenkan would be happy to pick up upon the failures of more incompetent nations run by foolish men." Sugii practically purred. "Consider the railroad built along with the bases. I believe joint ownership will prove quite fruitful for the both of us."
