Mil'Nor was a nation on the direct opposite side of Touli from Ashinara. What mattered most, however, they were a fellow Toulian nation that was never colonized. Foreign Minister Tagomych had planned to reach out to each nation one by one, making his way East on Touli, but the current war has forced him to fast track the opening of a diplomatic channel to Mil'Nor.
An official letter would be sent to Mil'Nor
To the honorable governing body of Mil'Nor Joined Clans
We would like to send an ambassador to meet with you to discuss establishment of diplomatic ties, trade agreements, as well as other venues of cooperating as fellow Toulian nations.

Within the study of the Great Chief, Dravos sat at the High Chief's desk. Another letter had arrived, this one bearing the insignia of the Ashinara Hetmanate. The arrival of another diplomat shouldn't have been the greatest of concerns, but with the UST civil war and the whispers of Ashinara involvement on the merchants mouths... it didn't lead Dravos to be too happy with this. Things such as this were never his forte to begin with. The Mil'Noran picked up a pen as he began to write a return letter.
Finished, he'd seal the letter and place it in the outbox, the slight ticking of the grandfather clock ringing in his ears as he sat. The girl knew better how to handle these things. He just hoped that whatever the Ashinara was after, it wouldn't cause too much of a hassle.

As soon as the Foreign Affairs Ministry recieved the response, they've dispatched an ambassador team as quickly as possible on the fastest ship the country could afford.
Soon enough, Ambassador Garasim Konyur would disembark in the port of New Raltera, eager both to get down to business and to explore this distant nation and it's culture.

As the Ambassador came off onto the port, he'd be greated by three Mil'Nor. Two guards which were dressed in royal fatigues, with the center man dressed in a more aristocratic looking military garb. "Greetings, Ambassador, and welcome to New Raltera. I am Chief Dravos, of Clan Gruvar. I hope you didn't have too rough of a trip around the sea, the waters can be difficult this time of year. If you will follow me, I can get us on our way to where we've set up our negotiations to take place."
He'd meet the Ambassador's eyes, a smile on his face as he'd offer Garasim a firm handshake. "Your letter has stirred up the Clans to some degree. We long thought our lands too far and cold to be of much interest to your people, truth be told. Could you lend some light on the matter?"

"An honor to meet you," Gerasim responded to the Chief's greeting, as he took off his hat and bowed in an Ashinaran manner, before accepting the handshake.
"Well, we may live in a hot tropical land, but cold don't bother us much thanks to our fur," Germasim said with a little laugh in his voice. "And no place is too far for our interest as long as it's on Touli. We believe we are all brotherly people on this continent, removed from the Old World, and as such should look out for each other. If you may be asking why it took so long for us to reach out - well, as you may probably know, past generations of Hetmans have chosen the rout of isolationism on our little island, but now, as the world is entering a new age of technological advancement, many believe the only way to prosper is to work together with others."

"That is good to hear, and a honor to meet you as well, Ambassador." The Mil'Noran started down back towards the roads of the city, leading the way to a carriage waiting by the curb. "I have actually heard a good deal about your homeland these past few months and it's doing away of the old ways. This meeting alone is proof of that. Tell me, what are you looking for from our people? Trade is good, but last I was aware that sort of thing was the business of merchants, unless you had something in particular in mind"

"Well, I don't know how you do things here in Mil'Nor, but in Ashinara the merchants need permission from the government to begin trading with other nations.
But you would not be wrong in thinking there's something more we're after. Tell me, have you heard of the war in the Union of South Touli? There's only one nation between you and them, so they are not that far away. And if you have, what have you heard about it?"

"Not much, I'm afraid. Since you've come here on that matter, perhaps you could enlighten me as to the ongoing conflict." They'd arrive at the carriage, Dravos entering first to then aid Gerasim in, with the two guards riding on the sides with another handling the horses. The interior was richly decorated and no expense was spared in the comfort possible. Once the carriage was underway, Dravos again spoke.
"We've heard that it was supposedly a internal affair, after all" He'd let the statement hang, waiting for a response from the other.

"Indeed, it began as that," Gerasim said, as they settled in the carriage. "May I?" he asked, as he took a cigarette case out of his suit's inner pocket, and offered Dravos one too.
"And it has been for a while. Until a delegation from the Northern region - the one that borders Franerre, whom we have recently aligned with - known as Tafatu - came to us to plead for help. They have told us that the Southern regime from Noscovo has been working them to death in the gold mines, sending soldiers to enforce the impossible working conditions, and when they had finally had enough and refused to break their backs to enrich Noscovo, a distant city many have never seen, with nothing but more workload as pay, well, it seems that Noscovo has decided that they have outlived their usefulness. Massive pillaging, raping, and murder of men, women and even children have spread. While we have had no contact with lands further South of Tafatu, I've no doubt the same atrocities are going on there as well."

The man raised a hand to the cigarette speaking briefly before the ambassador shared his story. "No thank you, but feel free to partake."
As the other man finished, the Mil'Noran leaned back in his seat, the cityscape slowly passing by as they made their way to the High Chief's estate upon the hill of the city. "Hm, a blight of darkness upon our shared home. While it breaks my heart to hear of such tragedy, why have you come to us for this matter? We must see to our own needs first, and as much as we may want to help, we cannot send our own men to die in the war of another. I hope that you can understand my duty to my people first."

Gerasim has put away the cigarette case as he got the permission to light one and refusal of his conversation partner to join him, and took out a lighter, lighting the cigarette and letting out some smoke.
"I fully understand that. Although I would argue, that a strong and united Touli would be better for all of us. One where brother won't raise his arm against brother. One where such incidents won't create weaknesses that can be exploited by others.
Non-the-less, we aren't going to pursue a military alliance with you if you don't wish to partake in one. At least for now. I'm sure both sides will be more willing for such an endeavor after we have earned each other's trust and respect through trade, and perhaps culture exchange. What we came to pursue, however, is access to your ports. The tyrants at Noscovo are too comfortable, with the chaos they are causing being so far away from them, not disturbing their glutenous luxury funded by the suffering they deal out. We plan to give them a taste of their own medicine by raiding their Southern shores. Unfortunately, it's out of range for our Royal Navy. We are looking for ports to refuel and resupply in on the Southern shore of the continent."

"I hope to see the day we work together against our foes, but I do appreciate your understanding on our stance on this matter. As for your request...I believe we can come to an agreement on the matter, but we must have some sort of payment for use of our ports if you are to use them in war. What are you willing to offer us in return for taking on the risks?" The Mil'Noran eyed the man, neutral look on his face as he waited for a response. His tone had shifted slightly from amicable to a sort of soft sternness, a echo of the friendliness remaining as the seriousness of the matter took hold.

"There is a number of resources Ashinara exports," Gerasim replied, as he continued burning through the cigarette, taking effort to exhale the smoke towards the window so as not to bother Dravos with it. "While we most often offer silver as direct payment for services or purchases we procure from other nations, we can also offer other resources, as well as reduced tariffs between us for after direct payment is done. Our main resource of export, meanwhile, is rubber. A highly prized resources as it is essential in modernization, yet only a few regions in the world are able to produce it."

"I must admit, We'll have to check the ledgers and have the servants take care of the numbers, but I think we can find a deal between us here" The Chief disembarked from the carriage as it had stopped before the castle estate of Clan Tolvaj, the guards having opened the door for the distinguished guest. Dravos led once more, speaking again as he walked towards the entrance of the estate.
"We can see about rubber imports and reduced tariffs, but on the matter of silver, I believe we can offer repairs and shelter to your vessels for twenty thousand units to start with. Repairs would be covered on our tab to at least get your boats able to return home, should that be needed. We can also see to getting some quarters set aside for your sailors should that be needed. I'm not sure how long your involvement in this war will last, but at the very least this will cover three months overhead in the meantime. If that is too much, we will happily accept half payment now and the other half when the initial lease is up."

"As a show of good faith, I think we can pay twenty five thousand upfront, then continue further as we need. There will likely be a break in this deal for the winter, however, as we don't posses ships capable of going through ice, and these waters are close enough to the Pole to freeze over during the winter. Should the war drag on, we would resume the lease of ports in spring."
