A set of Koian city states that banded together following the Staol Wars rejecting Koian unification. Ever since its formation in the 1850's the Free Cities Alliance has enjoyed being a loose and law light nation that projects profit over morality. It is a rather difficult nation to conduct business with as the Confederate government is rather weak compared to the individual city states themselves. Only the Free Army military has a united face for the world of Ouhiri to deal with.

Important figures

Ragnar Reim 

Current president of the Free Cities Alliance, Reim is the latest in a long line of presidents trying to federalize and bring the Free Cities Alliance to order under a single government. However, his attempts have resulted in failure, and he stares at a rather bleak shot at re-election. Reim vehemently condemns the Republic of Koi as a dystopian dictatorship propped up by the world's greed for Staol. 

Viktor Kreebler 

General of the Free Army, Kreebler is one of the most powerful Koians in the Free City Alliance. Kreebler has spent the last two decades building a large army and squeezing criminal activity harshly. The 1923 Sanacht massacre where his forces slaughtered member of the Red Triangle gang have put Free City criminals on the run. Kreebler cares little of the politics of the Alliance and quietly supports President Reim's attempts at Federalization.
