Rida Torno rubbed his eyes as they stung in pain from the night he had stayed up. He could barely get any sleep throughout the week, but now he couldn't sleep at all. Picking up his cup with coffee and other questionable contents helped him fight off passing out. The caffeine in his blood made him jitter as the pen he wrote with fell out of his hand. Fortunately for him, the Chancellor didn't require him to go to himself. For that, he assigned some of his best who could respect the Lusatians. His eyes watered up while rubbing the back of his hand, imagining his pulse raging from it. However, eventually, he agreed that it was imagination. Torno then picked the pen from the paper, which had ink spilled onto it, and jotted down a few last details on the telegraph example he was to give to an operator.

The small Dirian passenger ship pulled itself into one of the ports of Kazimierzgrad, the flag itself odd on board the vessel beside an oil tanker. Before the boat docked, each member of the Dirian government and its ministries had memorized their responsibilities. Each member had learned the extent to which they could say and had basic lessons of what not to do in Lusatia. However, as the ship began to rest and idle in port, most representatives could only think of the cold. After a few minutes of complaints to the sailors and embarrassment on behalf of the representatives, the ship crew found less than satisfactory military standard winter jackets before dockworkers put the walkways down. On the departure of the ship into Lusatia territory, the two most noticeable factors of the group of Dirian representatives were how most wore light brown trenchcoat winter jackets above suits and formal wear in moderately warm Lusatian weather, with some members appearing even to be shivering. The second factor was the representatives' various occupations or roles, divided by pins distinguishing the Foreign Affairs, Economic Cooperation and Development, and Defense ministries. Nonetheless, after a bit of struggle for attire or adjustment to Lusatian weather, the Dirians awaited or found their transportation provided by proper authorities. Then, with the drivers' precision, all members found their destination for the night. With apparent glee, the representatives quickly progressed into wherever they had to stay. However, as members arrived, some ignored private rooms, requesting areas of warmth first and then some members sleeping in provided rooms eventually after.

Amused onlookers in the the capital watched as the Dirian delegation struggled with what many felt was a pretty mild chill, all things considered. Still, the Dirians were helped over to their accommodations, and were even treated to their stoves and fireplaces being stoked and heated through their sleep that night, for their comfort.

Most members the next day and around the meeting time had engaged in legitimate talks or greetings to the Lusatians accompanying them. After a while, the Dirians still appeared visibly uncomfortable with the weather. However, the representatives, fortunately, had gained enough warmth to engage in small talks and gave awkwardly worded answers in broken Lusatian to questions asked, showing respect or at least cordial tones to their hosts. Nonetheless, most of the Dirians, despite the at least nonhostile appearance, all seemed eager to get onto the matter at hand.

After lunch that morning, the Dirians were brought to a meeting room with Foreign Minister Kaminski and a few aides.
"Welcome, esteemed friends. How can Lusatia help you?"

It took only a moment for the "head" of the crowd of representatives to reveal himself, the Dirian Agency Executive Esau Shahar of the Federal Ministry of Foreign Affairs. Appearing to be a stout, Zarou, his first reaction to the greeting was offering Foreign Minister Kaminski a handshake. Immediately after, he spoke, "Hello, if I may, before we get to the discussion, introduce my equally important companions." Quickly Agency Executive Esau Shahar pointed out the two leading members of the group, ECD Minister Leonardo Salib and Federal Ministry of Defense Agency Executive Sarni Isola, with their assistants too. He finished the greeting allowing the other leading members to give handshakes, and he resumed speaking with Defense Executive Isola, watching him, "-Ah, now, Diria, as a nation and many others in our region are dependent on oil and the goods it produces." Executive Shahar rubbed his wrists and continued to speak, "However, as you probably know, the oil price is currently being plummeted by Abbadon and Shaum Shela, two nations who do not care for the impact it will introduce. Therefore, Diria has to take action as the largest crude oil producer, which we hope to discuss with your nation as the largest importer that understands this vital resource."

"Our government had noticed the price drop and assumed that any such drop could be afforded by those who sell the oil. That being said, Diria is a good partner of Lusatia and our government would be glad to aid in a stabilization of prices if it means that our supply is secure."
"Abbadon and Shaum Shella did reach out to offer an exclusive trade deal, but we are waiting to see if they are capable of meeting our demand before we even consider such an offer, and even then, we would give Diria a chance at a counter-offer prior to anything we accept. You did speak of growing hostilities between your nations. What is the cause for concern? Just the price war?"

Agency Executive Esau Shahar was at the moment taken by surprise hearing how Abbadon and Shaum Shella had already made an offer, which other members quickly murmured about the new information away from the immediate ears of the Lusatians. Adjusting his posture and appearing more invigorated, he quickly spoke, "It is true that at least Diria can, for a while, face lowered oil prices. Shahar waited a moment to continue to see if any representatives wished to speak.
"Which, a prolonged state of diminished prices will be guaranteed by Abbadon and Shaum Shella, who have engaged in this foolhardy attempt to backlash against their neighbors- us, politically, and the interests of Nardras. This 'Price War' is a wicked plan of the festering evils of Abbadon, one which a splendid representative to a nation of yourself understands and knows the history of their warmongering, and Shaum Shella, who has sadly wadded themselves to the quicksand." Shahar quickly calmed himself as his toned grew in emphasis, "The Dirian interest is to protect its longevity and prosperity, and our government has seen the need to discuss this matter with who we deem our most excellent companion regarding this precious commodity and opportunity. However, before we discuss the political tensions of other nations, I humbly request with my fellow representatives to hear the offer Abbadon and Shaum Shella may have provided."

"They're offering far below current prices for their oil, in exchange for an exclusive contract. That is, we'd suspend trading with Diria and any other oil exporters."
"Frankly, the government is still weighing the offer, but it sounds too good to be true. Abbadon is no friend of Lusatia's, so any offer from their nation this good ought to be considered suspect."
