Shaum Shelan culture was founded thousands of years ago and is similar to Dirian and Abbadoni culture. The desert tribes of the region learned centuries ago how to survive in the deep deserts of Nardras creating vast networks of trading hubs that eventually evolved into settlements and cities. Shaum Shela is a largely male dominant culture where men control all aspects of their household and family, women are expected to be subservient to men and raise children. Polygamy is also very common as men can take multiple wives and are encouraged by customs to have as many children as possible.
Living arrangements are largely communal with families living on entire blocs in towns and in cities its not unheard of large compounds for the wealthier families to live in.
Shaum Shela is heavily capitalist as a society and the government provides little to no assistance to its citizens which is a practice that has been held by the numerous centuries of rule by the House of Shaum Shela. Despite this, citizens are raised to respect, assist and even commit acts of Chairty to those in need. Shaum Shelans are generally friendly laid back people compared to their Abbadoni counterparts in the West. They have no ambitions beyond their own borders and typically have gotten along with all their neighbors save a few wars fought against Mestria.
Shaum Shelan culture is homogenous and with the nation's anti-immigration laws doesn't really allow for foreign interference. The people live comfortably despite the absolute monarchy having ruled over them for near millennia.
Civil rights are restricted to men and women live under religious restrictions that allows them to do very little. Foreign women are often ordered to obey these laws as well meaning the nation likely doesn't trade with female dominant cultures like Kumosenkan.
