L'Institut
L'Institut (literally meaning "the Institute), short for Institut du renseignement et des opérations spéciales (Institute for Intelligence and Special Operations), is the national intelligence agency of the UCV and acts as the internal security, intelligence and secret police. It is responsible for intelligence collection, covert operations, and anti-counterrevolutionary actions, alongside the protection of the Consuls. L'Institut is separate from UCV's republican institutions. No law defines its purpose, objectives, roles, missions, powers or budget and it is exempt from the constitutional laws of UCV. Its director answers directly and only to the Consuls.

Le Directeur
Known only as "The Director" Arlette is the head of L'Institut. A close friend of Atio and Atia she was granted full control of making L'Institut, with absolutely no restrictions. Arlette started out as the head of an underground resistance cell against the Shah before the Revolution. She was the first who managed to unite the disorganized resistance groups into a cohesive force. This force became a thorn in the side of the Shah's Secret Police. Due to this she was named the Number 1 Most Wanted throughout Astusden.
During the war Arlette's cells were responsible for the assassination of several Astusdeni Generals and Secret Police. When the Revolution kicked off she was responsible for allowing the Revolutionaries to storm the Bastille and gain weapons. She even launched an attempt to assassinate the Shah himself, but he had already fled the state by the time they infiltrated the palace. After the Revolution she worked with Atio and Atia behind the scenes, opposing many of the moves made by the interim government in private. Once the Consuls had been appointed she accepted their offer to turn her Revolutionary Cells into a full blown intelligence agency.

Noire Noire is the Chief Assassin of the Institute. Whenever there is a problem that needs to be removed it is always up to Noire to remove the problem. Noire is responsible for the assassination of several generals during the revolution and has never failed a mission. She successfully assassinated the Chief of the Astusdeni Army, causing chaos.
