Arlette walked through the Siège de l'Institut. Built on the site of the former Bastille the building was located in the Rouge section of Librevelt. She was scheduled for a meeting with several agents. She entered the room and there sat the three agents. She sat at the head of the table. "So today we officially begin operations. Our task is to defend Eonivelt from all threats, domestic and foreign. Nothing said in this building leaves this building without my permission. We do not answer to anyone but the Consuls. Is that understood?" There was nodding. "Good. Now for missions. Noir, you will be assigned to the Lusatian Embassy. Officially you will be serving as a secretary." Noir nodded. "Jaune and Nikita you will be tasked with keep tabs on internal affairs until reassigned." The other two nodded. "Good luck."
Noir arrived in Lusatia and introduced herself to Nori and got settled in as secretary. After a few days of setting things up she decided it was time to spend some time with the locals and she moved out to go meet with the local Eoni, it was time to begin.

Noir would soon find her way to a quieter part of the Old City, where there were both less protesters and less police officers, and would run into Leo Jóźwicki, a student at Kazimierzgrad University, who appeared to be leading a small group of demonstrators outside a café.

Noir would watch for a little bit before approaching Leo Jóźwicki. "It seems as though you are busy," she said. "Have you had much success?"

Leo would put down the sign he had been lifting, which stated, "If we can grow the food, we should be allowed to eat it, too!"
"Unfortunately, no. The other protests, organized by EONI, have had much more success. It's hard to organize a group of demonstrators when all those who care are taken. Those here understand the struggle, though. You can't allow injustice to continue unchallenged in even one place, or else injustice everywhere might be strengthened by it."
He offered his hand. "Name's Leo, I'm a student at the university, one of the first Eoni to be accepted after they lifted enrollment restrictions a few years ago. You new to the city?"

She shook his hand. "I'm Esther, and yeah I just got here." She would look around. "And I definitely agree. Injustice left unchallenged is injustice strengthened. So what's it like in the city? I've seen a lot of protests, but is it always like this?"

"Not until this year. Reverend King's speech earlier this year inspired us all to set-up a year's worth of demonstrations throughout the city, starting in the Old City, with the goal of forcing total desegregation in the capital by the end of the year. That's partially why we're at this location in particular. The owner of this place is a particularly nasty guy, and I don't trust him to meekly desegregate his café when everyone else does. Figure I'd bring attention to his place in addition to the other demonstrations."

"Makes sense. I get the sense you respect the Reverend. I assume he's a pretty popular figure." She looked at the place. "How likely do you think your protest will work? Where I'm from protests never worked."

"The Reverend is a good man, and he's contributed a ton to the cause, though in some cases, I don't think he goes far enough. Take the protests for example. I've no doubt that some places will be forced to change their ways: they'll feel the costs of trying to resist the movement, eventually, and have to cave. It helps that the Mayor is reluctant to try and suppress the movement without official government support. Without police intervention in the protests, outside of incidents where King's rule of non-violence is broken, there seems little chance for the businesses targeted by the demonstrations to survive without changing their rules."
Leo sighed, then continued.
"However, and you didn't hear this from me, I personally feel that a 100% commitment to wholly legal means of protesting these injustices will bring about change far too slowly. It may have been ten grueling years for Eonivelt to be truly free, but Lusatia already has less it needs to change to be an equal society. There's plenty of ways to apply extra pressure, too. King insists we don't even physically resist when our attackers strike us: if we fought back, they might better know we're serious. There's plenty of unjust men who evade trial because the laws prevent the means necessary to prove their guilt. If they could be taken to court, or even made to confess separately, the people could see that injustice leads to an obvious bad ending for those who perpetrate it, and then those who were apathetic will stop turning a blind eye, and those who were accomplices will change their tune in an attempt to repent before their own punishment."
"It's just a bit... frustrating, you know? The government has given asylum to the old Luclistani Shah, a real piece of work, when he should be paying the price for all the evil he's done, both to the Eoni of his nation, and those whom his wars killed senselessly. Make no mistake, I'm not a pacifist: there are easily men in this country, in this city, even, who deserve far graver punishments than a mere exile."

Noir paused for a moment. "I see. Yeah the asylum of the Shah is something I'm not a fan of. And it wouldn't be right of me to suggest you doing everything legally, not with my past." She smiled a little. "And you are right, you thankfully don't have to far to go to become an equal society. Tell me, what do you know of Eonivelt?"

"About as much as anyone here could know, I suppose. After centuries of oppression, and decades of external strife, Eoni and Luclistani alike had decided they had enough of the Shah's regime. Shortly after the Shah's regime collapsed, internal arguments stemming from contention regarding the future of the new Republic meant the Eoni and Luclistani Revolutionaries fought each other next, as well. The Eoni won, and began to set up a truly equal society."
He quieted down after saying that, but continued, soon after.
"Now, granted, there was a massive humanitarian disaster as a result of the power struggle, and the amount of death that resulted from it was tragic, but there were very few true innocents in Luclistan, and in some ways, given just how broken society was, then, I don't know if there was a better way for Eonivelt to handle the situation, without taking suicidal actions. I won't condone the severe amount of death caused, as how can anyone claim the death of half a nation is just, but at the same time, there were few options for the Eoni Revolutionaries to stop the Civil War in their nation, given how the leadership of the Luclistani Republicans behaved."
"I, uh, hope that the conditions in Lusatia never gets pushed that far."

"I also hope the conditions never reach that point. The boiling point was not good for anyone involved." She paused for a moment, thinking before she made the decision. "You know I just realized I never fully introduced myself. I work as the secretary for the Eonivelt Embassy. So if you need any side work as you're going to university, I could potentially hook you up with something."

"What kind of side work? I'm a bit busy with organizing the demonstrations here, but when I'm free, I'll be glad to help out with diplomatic missions. Gotta cover the bills somehow."

"Well that's the beauty of the job. You can do it during the protests." Noir smiled at him. "The work I am offering just requires you to come in and talk to me. I'm looking for some former Luclistani people, and if you would be willing to help me find them I would very much appreciate it. And there might be some, other, things if you are interested. Nothing major and of course nothing to distract you from your schooling and demonstrating."

"Color me intrigued by your offer. I'll listen out for any leads that you could follow. There's a fair number of refugees here in the city, and if it's war criminals you're looking for, I'm sure some would be among them."
He looked back at the demonstrators he was with, and began to head back towards them, turning to Noir one last time.
"I'll stop by the embassy if I hear or find anything. I've got friends all around the city, if nothing else, I'll at least be able to get you into contact with people who know something."

"That'd be very useful. And even if you don't hear anything stop by. Might make my day to day job easier." She smiled and left the protest, continuing looking around the city, just for things that might be of use. Then she would head back to the embassy, time to report back to the Institute.
