Translated into many languages, the Standard International Investment Report (SIIR in Common Standard) was translated into every major language of Ouhiri and reports were issued, by boat and rail, to each nation. Despite the advancements made in telegram technology, the full issuing of the report would be made terribly difficult. The report always came with the Amalian National Bank seal, indicating the trustworthiness of the report, and a letter from the current Chair of the National Bank. Prepared at the end of every quarter, the report indicates the credibility of every nation on Ouhiri from investment, banking, stability, and industrial scores. Scores on population happiness and democracy were better left to the academics when it comes to the rule of gold and cash. Investments were made and broken because of such reports, most notably during the Roskanan Civil War and Marrlan Revolutionary War.
While the report detailed many elements in depth, and always came with the same six chapter explanation of the terminology and listings since the formalization in 1890, the most pertinent are displayed herein.
The following categories exist for the safety of credit:
- AAA - Nations with a "AAA" credit rating are capable of taking on greater debt-to-GDP ratios (125-155%) and are safe to leverage lower interest rates due to their ability to pay them back consistently.
- AA - Nations with a "AA" credit rating are capable of taking decent debt-to-GDP (100-125%) ratios. There are minor fears about paying back the debts in time, but overall trustworthy.
- A -Nations with a "A" credit rating are capable of taking at most their GDP in debt. While they will pay off their debts in time, there are historical records that indicate that there are issues with timely payments.
- B - Nations with a "B" credit rating are capable of only taking on up to 75% of their GDP in debts. Major issues exist in their historical payments, or if recently then in contemporary issues, that have caused loans to be restructured and fixed. Asset Leans are advised, but on a case-by-case basis.
- C - Nations with a "C" credit rating are capable of only taking up to 50% of their GDP in debt. It is advised from "C" and below to collateralize their debts with tangible assets to retrieve payments from and in place of actual monetary value.
- D - Nations with a credit rating of "D" are incapable of taking major debts without issue, and as such should be heavily limited to the amount of debt-to-GDP ratio (25%).
- F - Nations with a credit ranking of "F" are not advised for the issuance of loans.
Nations that are colonial possessions immediately receive a credit ranking of "F". Nations that are newly minted from a revolution or civil war will receive either an "F", "D", or (rarely) "C" depending on the trustworthiness of the nation.
The following categories exist for the safety of investing in a nation:
- Very High - Nations in this category are safe to invest in, however some nations may have different laws regarding rights, intellectual property, etc.
- High - Nations in this category are broadly safe to invest in, however may have some issues due to internal affairs or external pressures that may pose risks in the medium to long term futures.
- Middling - Nations in this category present an interesting risk assessment and reward ratio. Risks exist at least in the immediate short term future both internally and externally.
- Low - Nations in this category are advised against major investments, as more trust needs to be built before larger investments can be made.
- Very Low - Nations in this category are advised against investing in. Too many issues present themselves in the subject nation,
- Do Not Invest (DNI) - It is heavily advised against ever engaging with the nation, as the investment will likely be lost, nationalized, stolen, embezzled, or any combination therein, noted or not.
- No Investment Possible (NIP) - There exists no central authority to negotiate investments and treaties that is viable and/or trustworthy.
The following limits are placed on those who do not engage in the International Staol Trade Treaty and the International Banking and Market Treaty:
- Failing to be apart of the ISTT reduces investment safety to Low at maximum,
- Failing to be apart of the IBMT reduces credit ranking to F,
- Failure to produce currency to the standard of Section 5 (2-C) regarding purity of gold (minimum 98.5% purity) in the nation's National Gold Reserve are reduced to a credit ranking of "D" at maximum as approved by the International Monetary Approval System under the International Market Union.
The list is reserved to be expanded upon as more situations develop that were not originally thought of at the time of enactment.

GREATER REPUBLIC OF ROSKANA - Failure to the rebuilding of the civil sector will lead to market collapse and instability.
