The Treaty of Peace Between the Kingdom of Franerre and Kumosenkan
Signed in Kazimierzgrad, within the United Kingdoms of Lusatia and Jzegrad
This treaty, written and signed in Kazimierzgrad under the witness of three (3) notaries of the United Kingdoms of Lusatia and Jzegrad (known henceforth as Lusatia or Lusatian), is between the Kingdom of Franerre (henceforth Franerre or Franerri), Kumosenkan (known henceforth as Kumosenkan or Kumo), and Lusatia.
All signatories of this treaty affirm that they are vested with full treaty-making power by their nations. Once signed, all parties to this treaty are expected to fulfill all commitments in a timely manner. A breach of any of the treaty’s terms, or a failure to implement the terms of the treaty in a timely manner will result in penalties to the violating party, primarily by no longer requiring the compliance of the other parties to their own treaty commitments in respect to the violator.
A failure by a national legislature or executive to approve of this treaty is viewed as a breach of the terms of the treaty.
Those representing their nations in negotiations and in the signing of this treaty are as follows:
Franerri Ambassador to Lusatia, Matthieu Janos
Kumo Ambassador to Lusatia, Aya Nakanishi
Foreign Minister of Lusatia, Stefan Kaminski
Article II – Cessation of Hostilities
Any and all ceasefires and armistices between Kumosenkan and Franerre are to become permanent, and any other conflict is to cease immediately upon the ratification of this treaty.
All Franerri forces north of the Taln River are to be given safe passage to the southern bank of the river, and all Kumo forces south of the Taln River are to be given safe passage to the northern bank of the river.
All prisoners of war are to be freed without conditions and returned to their respective sides.
Article III – Franerri Commitments to Kumosenkan
Franerre is to end its custodianship of the land north of the Taln, known in Kumosenkan as “the Notch.” Franerri administrators are to cooperate with the handover of the territory, and all Franerri military assets are to be withdrawn from the area.
The Franerri government is to recognize the restoration of the pre-1547 borders between Franerre and Elenria via public letter and disavow all claims to the region north of the Taln.
To further this new peace, Franerri military forces adjacent to the Taln are to be heavily restricted. For a region stretching 12 miles (20 kilometers) south from the Taln, there are to be no Franerri military fortifications or guns with a barrel wider than one (1) inch in diameter, and the garrison within the region mentioned is to number no more than 50,000 soldiers.
Finally, in view of the losses endured by Kumosenkan in the conflict, reparations are to be offered to Kumosenkan so that the families of those lost may find some reprieve. For all Kumo soldiers confirmed dead or otherwise missing in action, 75% of the remaining service contract is to be paid out by Franerre. For those wounded, 50% of the remaining service contract is to be paid out by Franerre.
If a missing soldier returns to the Kumo Army following the payment of reparations, Kumosenkan is to repay the balance.
Article IV – Kumo Commitments to Franerre
Kumosenkan is to recognize the borders of Franerre that result from the signing of this treaty and refute any and all claims to the land, known or unknown, on both Kumosenkan’s behalf, as well as the Prefecture of Elenria. Furthermore, Kumosenkan will uphold these post-war borders against aggression from Franerre’s neighbors.
Kumosenkan, regardless of current emigration policies, is to permit the free emigration of all non-Inselni and non-Kumo populations of “the Notch.” Furthermore, any property-holders within the region are entitled to an offer by the Kumo government (or some middle-partner endorsed by the Kumo government) for the purchase of their property, should they seek to sell their land and emigrate to Franerre or some other nation.
This policy is to be maintained for ten (10) years following the signing of this treaty.
Kumosenkan is to co-sponsor the admission of Franerre to the International Staol Trade Treaty, guaranteeing Franerre’s status among nations.
Article V – Lusatian Commitments to Franerre
Lusatia is to make available, either through private or public funding, the finances necessary to support the relocation of, at minimum, five hundred thousand (500,000) Franerri nationals from “the Notch,” to new homes in the rest of Franerre. This funding is to be made directly available to the Franerri government without expectation of repayment.
Lusatia is also to make available a line of credit to cover any war debts accrued by Franerre. If a private backer for these loans is impossible to locate, the Lusatian government must directly loan the necessary money to Franerre.
Lusatia will recognize the post-treaty borders of Franerre as inviolable and shall act to uphold the borders of Franerre against aggressors as if it was Lusatia’s own territory under assault.
Lusatia is to co-sponsor the admission of Franerre to the International Staol Trade Treaty, guaranteeing Franerre’s status among nations.
Article VI – Future Revisions
Any revisions to the treaty must be made with the consent of the parties affected by the revisions made.
A conference regarding the demilitarized zone south of the Taln River is to be held no less than ten (10) years and no more than twenty (20) years following the signing of the treaty, to discuss an end-date for the enforcement of the demilitarized zone.
