With the 40 Billion Zloty in aid from Lusatia, it wasn’t long before it seemed like the only thing the National Chamber could talk about was a seemingly endless debate on how to spend it. It may have taken over three months of deliberation, but eventually, a decision was reached.
7.5 Billion Zloty would go to the Royal Franerri Army for modernization of material, officer training, unit training, and the conscription system.
10 Billion Zloty would be set aside for Staolification and the modernization of Franerri industry once Franerre was accepted to the ISST.
7.5 Billion Zloty would go to the modernization an expansion of Franerre’s existing rail and road infrastructure
1.5 Billion Zloty would be saved by the government for any emergency situation that may arise.
3.5 Billion Zloty would go to the Franerri Foreign Affairs Administration for use in negotiating trade deals
2.5 Billion Zloty would go to the Department of Education for both the expansion of mandatory education of Franerre’s youth and the funding of higher education
2.5 Billion Zloty would go to the Franerri Health and Wellness Administration to expand the Franerri healthcare system
And the remaining 5 Billion Zloty would go to the newly created Franerri Electrification Board to provide power to the nation.

The Zelgius-Tauroneo Army Reform Plan For Franerre to survive, her army must modernize, as the Notch War has so painfully illuminated to us. This plan, having taken shape in some form or another even before the War of Tafatu Liberation had ended, will have eight main points, learned from both the Tafatu and Notch Wars. - Artillery: The impact of artillery on modern war cannot be overstated. Even more than its destructive power, the ability of a sustained artillery bombardment to destroy the morale of an army makes it the most dangerous part of any modern army. While Franerre’s current mobile artillery piece, the Canon de 75 modèle 1909, may still have a role as a light and mobile artillery piece, capable of quickly repositioning with an advance, the 1909 is incapable of the long-range, heavily damaging sustained bombardment necessary to root out entrenched defenders. Franerre is currently in possession of static artillery pieces capable of providing the necessary firepower, their immobility makes their use in the field impractical. Even if this were not the case, however, the Franerri Army currently has nowhere near enough artillery to fight a modern war.
- Defense: Franerre’s heavy fortifications in the Notch were so far out of date as to provide little more than a momentary distraction for the invading Kumo forces. We find little to no reason that the fortifications on the Galran border would fare any better in a potential war with Galra. It is the opinion of the Franerri Army that the funds required to modernize the entire Galran and Kumo borders up to a modern standard of heavy fortifications would be better spent in modernizations elsewhere, especially given the extensive time requirements necessary to fully complete such a task. Instead, the depth of Franerri defenses is to be increased, by transforming the defenses on both the Kumo and Galran borders into multiple lines of smaller hardpoints for defense, instead of one primary line of fortresses on the border. The failure of the forward line would not result in a catastrophic retreat, as is what happened in the Notch War. Instead, retreating units would be able to fall back from the primary line to secondary, tertiary, and even quaternary lines of defense. If one assaults such a defensive line, then they must succeed in pushing through the entire structure, or risk tiring themselves out before suffering a counterattack and allowing the army to regain lost territory, potentially pushing even further than the primary line of defense.
- Conscripts: In the Notch War, the Franerri Army broke before it bled. While such actions may be understandable, this lack of morale in conscript forces compared to contract soldiers must be overcome for an army of conscripts to be a viable method of defense for the Kingdom. During times of peace, soldiers can be trained to make up for deficiencies in morale, but in times of war, the reliability of conscripts for the defense cannot be left to chance. To make certain that conscript units to be truly relied upon, the implementation of ‘morale officers,’ a new rank above that of the Captain but below a Lieutenant, responsible for ensuring the high morale of the unit, and the continued operation of the unit in low-morale conditions, authorized to grant rewards such as extra rations for soldiers who go above and beyond, as well as punishing soldiers who do not follow orders in the heat of battle, in the most extreme of circumstances administering corporal punishment or even execution for disobedience in the heat of battle.
- Equipment: While the Franerri Army has no shortage of blood, her steel has grown old and rusted. The most modern equipment in the Franerri army is decades out of date and has been rendered obsolete by even second-rate equipment from the mainland. While Franerre’s artillery shows the most age, her small arms also require an update to remain competitive in an ever more dangerous world. It is the belief of the Franerri Army that the production licenses bought from Lusatia are to be put to use in nearly all of Franerre’s arsenals to completely replace her old stocks of equipment, potentially by exporting it to friendly nations on Touli, such as Tafatu. Of a particular focus in the modernization should be machine guns, of both the static and mobile variety. Perhaps a modernization of some of Franerre’s older equipment, such as the IM-1915, could be used to ensure that at least some of Franerre’s preexisting stocks of equipment could be made useful, but the vast majority of her arsenal should be replaced.
- Air and Naval Forces: Franerre cannot hope to compete navally with any power that wishes to assault Franerre from the water. Franerre has no military need for any naval vessels beyond small patrol craft. Instead, the budget that used to be allotted to the upkeep of the navy is to be instead given to the newly formed Royal Franerri Army Aviation Corp for the expansion of Franerre’s small air fleet, the expansion of air bases, and training new pilots. Planes were used to devastating effect in the Liberation War, and while our own planes were less effective in the Notch War, this can very easily be attributed to the lack of planes on both sides of the war. The air is a new, emerging space of battle, one where Franerre’s enemies can be challenged and beaten while not burdening the Kingdom with undue costs, and to neglect it would be disastrous.
- Command: What may be the greatest challenge faced by Franerre may not be her lack of morale or her lack of steel, but deficiencies in her command. Modern warfare has become too fast and the reliability of receiving orders from high command in too great a doubt for lower level officers to rigidly hold onto battle plans drawn up by commanders who cannot hope to see the moment to moment conditions on the battlefield. The actions of lower level commanders taking initiative into their own hands were responsible for surprising victories in the Liberation War, while the rigidness and inflexibility in staying to high command’s orders were responsible for undue casualties in the Notch. Responsibility in tactical planning shall be given to lower level officers, while it shall be the role of high command to see the strategic picture of the war. In short, it shall be the responsibility of high command to decide what objectives must be met, while it is responsible for lower officers to decide how those objectives are to be met. New officers, of both high and lower level command, are to be trained by both domestic Franerri officers and Lusatian advisors.
- Mobilization: During the Tafatu Liberation, the drawing up of new conscripts and retraining of old conscripts took far longer than pre-war estimates had assumed. It was only due to the fact they were already mobilized that any conscripts fought in the Notch War at all. To remedy this, greater investments need to be made into the infrastructure required to mobilize Franerre’s massive manpower. In addition, it is believed that a shorter initial service time for conscripts, combined with annual refresher courses, should allow the Franerri Army to draw up forces faster during wartime, while lowering the costs necessary to do so.
- Our Own Developments: Despite the multitude of equipment licenses on offer by Lusatia, of which the Franerri Army plans on making extensive use of, the Franerri Army faces unique challenges not faced by Lusatia, and so Lusatia may not be able to provide the equipment or training necessary for Franerre to overcome these unique challenges. Franerre must not lag behind in military developments and expect to license everything from Lusatia. Franerre needs her own military research and development programs.

As a part of the Zelgius-Tauroneo Reform Plan, the Royal Franerri Army was to be modernized and redeployed as such:
7,000 new Heavy Infantry and 4,000 Special Infantry were to be trained to replace losses suffered during the Tafatu War.
200,000 Standard Infantry were to be retrained as Heavy Infantry
The conscription would be decreased back to Limited Conscription.
4,000 new artillery guns and 5,000 howitzers are to be made using Lusatian licenses.
The Franerri Royal Army Air Service would receive 12 Lusatian LMAF IV fighters, increasing their stock to 21 planes.
All production of small arms is to shift to licensed Lusatian production or to modernizing Franerre’s existing stock of small arms, and ammunition production is to shift to producing 30-06.
With the help of Lusatian advisors, 1,500 miles of underground trench lines in several defensive layers with 500 basic forts would be constructed on the Galran border. Additionally, the Lusatian advisors would help in the construction of six air bases, one 21 km south of the Elenrian border, one 20 km north of the Shysil border, one in the center of Franerre, and three along the Galran border.
50,000 Heavy Infantry were to be the garrison for the Elenrian border, with their suite of 1,000 artillery pieces held in reserves 21 km south of the Taln to comply with the peace treaty. 150,000 Heavy Infantry and 3,000 artillery pieces were to be stationed on the Galran border. 50,000 Heavy Infantry and 1,000 artillery pieces were to be stationed on the Shysil border. The remaining 50,000 Heavy Infantry along with 1,000 artillery pieces were to garrison the coastline.
The 50,000 Dragoons and 50,000 Carabineers took garrisons along the Tafatu border, ready to respond in case of any threats to Tafatu.
10,000 Special Infantry, the Franerri Marines, took garrisons around the capital of Pareau. The remaining 90,000 Special Infantry are distributed between the Heavy Infantry and Dragoons to act as support elements, such as engineers and medics.
Of the 500,000 Standard Infantry not being trained into Heavy Infantry, 400,000 are active duty reservists, able to be called upon to join their units within a few days should Franerre ever be threatened. The remaining 100,000 Standard Infantry and 2,500 mortars take garrisons along the coast.

10,000 Standard Infantry and 242 Mortar Artillery are to garrison the Elerian border.
10,000 Dragoons and 10,000 Carabineers are to garrison the border with Tafatu to be able to rapidly respond to any threats to their ally.

The Blum Plan
After months of planning, deliberating, allocating funds, and delaying, the Blum Plan had finally been formed and passed in the National Chamber, with the following effects, setting the course of Franerri development for the foreseeable future.
The state run AnNa Arms Company would receive massive investment, resulting in the creation of hundreds of new Arms Factories across Franerre (investing 2400 points to a total of 3600). Wiith the aid of Lusatian engineers, the creation of Franerre’s first Aircraft Factories would also fall under the purview of AnNa Arms (investing 36 points to a total of 36).
In the civilian sector, business owners would be incentivized to create new Construction Factories (investing 150 points to a total of 450) and General Factories (investing 232 to a total of 19,000). Additionally, though deals with Gaelia following the diplomatic incident between Gaelia and Franerre, Gaelic companies would begin to invest in Franerre. With the construction investments handled by Gaelia, Studebaker would open Motor Factories (investing 90 to a total of 270) and Wallace Rail would open Rail Factories (investing 1120 to a total of 450). Finally, the newly created Franerri Electrification Board to build power plants, with a goal of increasing Franerre’s total electrification to 10%.
Along with all of these industrial investments would come reforms in Franerre’s civil law. In an effort to increase the amount of educated workers, Franerre’s students are now required to attend all years of high school, rather than drop out of the eighth grade (sets the law to Mixed Mandatory High School). The minimum wage is increased to 0.10 Jewel and the unemployment check is increased to 0.15 Jewel. Finally, Franerre’s Civilian Industry will receive Tiny subsidies.
