7 million Gaelian pounds, 200 tons of food, 200 tons of medical aid and 1000 tons of construction materials have been received by Ashinara as disaster relief support from Ulster-Gaelia. While it was pushed to be sent out to the affected island as quickly as possible, it did have to drudge through governmental bureaucracy before it arrived where it was needed.
While the food and medical aid was being spread out among refugees of the destroyed cities, the construction materials have been towards the north of the island. While Baron Artim, the governor of the Western half of the island, was largely absent from any rescue efforts or recovery planning, many of his subjects defected to the Eastern half, governed by Baron Churko - who was greatly involved in the process of rescue and recovery, from personally helping to dig survivors from under rubble, to housing as many refugees as he could fit in his own castle, to, most importantly, travelling to the capital, Kyograd, to meet with the Queen and get aid. As such, while what few citizens of Eirie that remained there fought over remaining loyal to Baron Artim - for some bizarre reason, as the self-absorbed noble essentially abandoned them - and establishing a self-governing society. Meanwhile, the citizenry of Eyrie ballooned almost to the same level as before the recent catastrophe with all the people who moved from Eirie. The problem was that now many of them were living in tents, some were lucky to be taken in by families in villages towards the center of the island that weren't affected by either the earthquake or the tsunami, and a great deal even began building shanty towns out of recovered rubble.
Baron Churko also began using the monetary aid. He has employed a team of architects, city planners, geologists, surveyors and other relevant professionals that would be necessary for the project they were about to embark on. They have picked a location they surveyed to be the safest in terms of natural disasters while still being close enough to the shore to have an accessible port - which happened to be on the banks of a river flowing towards the North side of the island, facing the interior sea between the various Ashinaran isles, rather than the much greater and turbulent sea between the Ashinaran isles and Elenria to the South. The port would be built on the river, meaning the ships would have to travel a few miles upstream into the river from the sea - but it would also mean the new city would be far enough inland to never have to worry about a tsunami again.
Most importantly, this gave them a unique opportunity to build Ashinara's first ever fully planned city. They chose to go with a grid layout that would radiate out from the port on one side of the river. A web-like network of big main artery streets would be laid out, with blocks of neighborhoods between them. Looking into the future, they chose to plan for the streets to be wide enough to accommodate automobiles. The main artery streets would be built with future tram lines in mind, and a public transport system would be thought out - even if it wouldn't be implemented yet as Ashinara didn't really have much vehicles yet. In short, they'd try to plan the city where the people could comfortably live in, while making the layout as adaptable to the expected technological progress that the future might bring.
Churko would involve as many of the afflicted refugees - who would all be future residents of this new city - to work on the construction. He chose to do this both to save costs, so that he wouldn't need to import workers from the Main Isle, but also to give the refugees, who lost all their livelihoods in the disaster, meaningful employment while their new community was being built. After all, the food and medicine sent by Gaelia would eventually run out, and they would have to start buying from local producers - which would be hard to do if they would continue to be jobless, and thus - moneyless.
