Ashinara was slowly pulling out of it's own little dark age. However, as things were getting better in the nation, it was overshadowed by the growing darkness in the world. Concerning reports of the Sovereign Union growing ever stronger, made even more concerning by their very vocal anti-anything-but-human agenda. Franerre was once again calling for aid, this time over Shysil - who is reported to have joined the SU. An evidently not two- but at least three-sided civil war in Eleria, with a unit of Ashinarans already sent to support the Samurai there. Following the Tafatu and then the Notch wars, it seemed like Western Touli was about to burn again as the embers of the previous fire have not fully cooled down yet. At the same time, back in the Old World, tensions appeared to be ever higher. With all this in mind, the Ashinaran High Command anticipated a big conflict some time in the near future. Who would start it and where the fighting would go, they couldn't begin to guess, but with Ashinara recently joining a sizable alliance with several powerful Old World powers, with the obligations to help in any defensive wars, they knew one thing for sure - one way or another, Ashinara will be dragged into that big conflict.
With that in mind, and under the advice of Minister of Defense, Queen Yuzura passed probably one of her most controversial laws yet. Hundreds of years of a total ban on 90% of the population owning firearms have been done away with by a stroke of a pen and a stamp of a seal.

In order to be able to put Article 4 of the new law into practice, the Royal Arsenal would immediately be given an order to produce 1,000,000 of the K-11 rifle and 2,000,000 of the K-88 rifle. In addition, diplomats would be dispatched to UKUG to obtain a production license and tooling for the McCarron Model 4 rifle.
