The usual climate of the Dirian Diet was usually hectic. One could describe its regular packed seating and bleachers that fit the hundreds of representatives of the numerous parties within Diria as chaotic but organized within their discussions and arguments. Naming calling, accusations, and political problems could be seen like any other democracy, yet today, the Dirian Diet was oddly calm. Faces along the political lines, usually the most vocal, gathered in whispers, were oddly quiet. Still, everyone was equally confused when most had to drop everything they were doing to attend the emergency session of the Diet. However, everyone grew even more confused as the Chancellor introduced a bill onto the floor. "Dirian Wartime Unity Act of 1934."
The Dirian Wartime Unity Act of 1934 was simple: All active reservists would ordered back to service, and a conscription lottery enacted. Next, the bill would temporarily give increased powers to the Chancellory and form a wartime committee between the major powers of Dirias political parties. It also would invoke the Wartime Emergency Powers of the Chancellory as dictated by the Constitution established from the 1924 Dirian Government. The Federal Government and the wartime committee would suddenly have a direct voice and hand in passing legislation, managing local developments, and overseeing specific production and quality controls. Of course, these powers came at detailed negotiations, like loans, bonds, and ways for corporations or states to turn a profit from Federal Intervention. However, the sudden level of direct control it provided made even the most staunch Conservatives of the Diet fear the future consequences.
Nonetheless, despite the initial backlash, the discussions of the bill had reassured most representatives of the bill's temporary wartime status. Additions were also introduced, such as a unique yearly renewal in votes of confidence of the bill's current tenure. Furthermore, a second wartime committee would control oversight consisting of random representative selections to overview the Chancellor and the Wartime Comittee and monitor their intentions. Thus, the bill with its new safeguards managed to work its way through the Diet and then onto the Council, where most of its representatives had already given their support due to the conditions of the bill or in the interest of protecting their home states, that and the increased development and financial bonds would benefit their respective states in the long term, especially the ones severely undeveloped. However, once signed, the Dirian Wartime Unity Act of 1934 already circumvented established law, and with usual policies, a new act would become law in about 21 days. However, due to the Wartime Emergency Powers clause, the Chancellor quickly intervened and immediately pushed the Act into law on its passing date.
