The Rovuellian Diplomatic Agency, as well as Rovuellian government, and Fenvaria had had a fairly long standing and diplomatic relationship with the nation of Fenvaria. Though it had at first been rather rocky, it had smoothed out a good deal in time and by now the nations were fairly close in a diplomatic sense, and as well both states sharing a railway link did put them down as 'linked' for trade reasons, and with that came some trade agreements as well. In exchange for Fenvarian goods, Rovuellians would trade Oil and other material goods to Fenvaria, and so on. Other resources were typically included, and in instances where it would benefit the both of them they did cooperate on some complex projects, such as clearing passages to build roads, helping to set up the border, and generally as well engaging in further acts of limited trade and good will.
Now though, it'd be the Rovuellians that had summoned the Fenvarian Government to the border, at their neutral meeting point designated Point Hopi, to discuss a proper change in the relationship from simply a friendship to something more beneficial and hopefully permanent as well - A proper alliance.
Sent to the meeting to represent all of Rovuellia, with treaties and authority almost on par with that of the President themselves, would be a woman named Tii, a Lykoi.

With a nod the lead diplomat leaned in and folded his hands together, looking over the Rovuellians. "Ladies and gentlemen, it is good to see you." started the lead diplomat. "Your presence is welcomed and I hear you have something of great interest to discuss."

They'd unfurl them both, and let them come free, before hanging them on their looks to allow the central symbols of both to be visible to the naked eye without needing to further unfurl the symbolic cloth. Tii would stand up and make their way across the line that separated either side of the room and the table, before they would hold out their hand for a handshake to the leading diplomat. "We have much to discuss, and a better future for both of our nations to build." They would say, smiling to them in a friendly manner, their large and bushy tail wagging about behind them as the faint scent of lavender drifted away from them.

Point HopiThe diplomats looked at the guards and then at the flag, a few of them raised an eyebrow but the lead diplomat kept a stern face as he looked at Tii, and as she talked. When she crossed the line that separated the room, the diplomats that had raised their eyebrows finally understood it now, that the Rouvellians wanted an alliance. The lead then stood, his short sword, which was mostly ceremonial glinting at his hip. He then reached out and shook her hand. "Many Fenavrians had been waiting for this day, Diplomat Tii...." he then looked to one of the guards, Chris to be exact and gestured for him to bring her a chair. With a nod the young sergeant grabbed one of the fancy oak chairs and brought it over. With a slight nod he smiled at Tii, slightly blushing a bit. "Here you go." replied Chris with a grin on his face as he sat down the chair. Then walked off a bit. The lead diplomat nodded and then took the shortsword off his hip, handing it to her. "In the Republic, to give one's sword is to give one's trust....Tii and the rest of the Rouvellians... it is with great honor I hand you sword, on behalf of the Republic and her people." With a pause he nodded "What would you like to discuss?"

They would look down at the sword, and then as their smile grew a little more, something yet more sincere, while the men behind them, the guards and pairs of diplomatic agents of which were observing from the Rovuellian side all seemed to smile or take notice with more attentive gazes. Normally stoic, event he SITOC assigned guards were looking at them, their yellow eyes locked onto Tii as she would lean down, and gently pick up the sword. They would examine it, and then turn and shift it slightly, before their eyes would fall onto them. A moment later, she would nod her head, and lightly set the sword down onto her side of the table. She took from one of the men a ceremonial Mosin Nagant and one of the very old, and very cherished flags of Rovuellia that hung from over their own doorway, something of which they had never done to this point, and would gently wrap the weapon in it, neatly folding the near sixty year old, slightly bleached, red-white flag with the rose and Yellow Mining Pic on full display, and then walk back over. She would place it down in front of them. "Our gun for your sword. You trust us with your blade, and while we may not have a sword to give back to you in return, we do have one of the oldest ceremonial rifles in Rovuellian history, and one of our first flags. Both are very important to my people, and while it would otherwise be plainly.. wrong, to hand over such priceless artifacts, as a Gesture of not only good will, but of trust and friendship, we render upon you these. Expressions of our trust, and faith in you." She would say, before she gently pushed them across the table. After, she would take a seat across from him, and cup her hands together after she would place down a few pieces of paper, stapled together. She would turn them around, and then gently push them over to him, sliding them across the oak table. "This is a treaty of Alliance. On it, are written the 'terms' of sort. Not so much really terms, but the offers of which we seek to use to create long standing, better relations between our two great nations, and build a more prosperous future for Fenvaria and Rovuellia alike." They would say. "Give it a look over and tell me if these are to your liking, or if you would prefer we changed them to be more beneficial to us both."
COOPERATION AND STRATEGIC ALLIANCE TREATY
To Protect the sovereignty of Fenvaria, and Rovuellia alike, and to ensure the future prosperity of both parties, the Rovuellian Federal Government, with blessing of Rovuellia and the body politic, extend to the nation of Fenvaria the opportunity to join in an alliance with them, seeking to create a long lasting bond that will stand the test of time, and to mutually support those we call not only allies, but indeed friends. Listed below are the terms of the treaty, geared towards mutual benefit.
1. The nations of Fenvaria and Rovuellia will engage in more extensive trade, and corporations/companies as well as individuals will be able to engage in exchanges of goods. Trade will be expanded to allow for the exchange of resources between the two nations, and citizens can purchase and buy items and luxury goods from either country without economic penalty (Tariffs specifically).
2. Rovuellia and Fenvaria will engage in a integrated Open Borders treaty between the two nation states, allowing for free passage of goods and individuals across the border of both nations - though both states will be allowed to maintain border checkpoints and to refuse within reason the passage of persons if they are: A. Known Criminally in either state B. Are barred from entry due to prior severe/or serious criminal charges C. Lack a Passport/Have a fact Passport/ID D. Are trafficking any illicit narcotics/items illegally
3. Rovuellia and Fenvaria will engage in a Mutual Military Cooperation Treaty - the terms of which will be outlined below A. Rovuellian and Fenvarian Armed Forces will conduct joint military exercises in both nations B. Rovuellia and Fenvaria will be permitted to build, within reasonable limits and understanding, bases to lower their 'Loss of Strength Gradient' in the two regions and to allow for both states to adequately defend or assist the other in situations where such might be necessary or the other might be called on for the task - such as defending either nation state, or helping with any sort of push outwards, assuming that such ever comes to pass (though the hope is such will not). C. Rovuellia and Fenvaria will exchange military technology and information to help strengthen both national armed forces. D. Rovuellia will assist Fenvaria in military endeavors. E. Fenvaria will assist Rovuellia in military endeavors. F. Both sides will protect the others Civilians and should it be required, extract any personnel/persons left in hostile territory/situations if possible, to safeguard both's populations. G. If deployed alongside each other or for the sake of the Alliance/By the Alliance to any place beyond national borders, the patch of the Alliance will be worn BELOW the patch of the nationality flag, and the Alliance Ensign will be flown beneath the Ensign of the nation itself in maritime matters. Aircraft will feature both Alliance and National symbolism IF deployed beyond national borders (This does include if deployed to Rovuellia or Fenvaria for either side)
4. Rovuellia and Fenvaria will enter into a research and technology exchange agreement for the benefit of both countries, including the trade of information relay technology's, rights to broadcast music (so long as it is not too political or is not propaganda), and as well the exchange of historical documents and information of such nature freely, discounting particularly sensitive bits of information naturally. This will include the sales of arms/military vehicles and tech to Fenvaria/Rovuellia, both considered to be apart of the technology exchange and a means of helping grow both sides military's/helping to develop strategies and tactics to use with both.

Point Hopi
The lead diplomat took the paper and looked it over first, he then handed it off the other diplomats that where around him, where they would debate and talking. There was some disagreements among some things but, after reading it over a few times they finally agreed. The treaty was for the most part, completely fair and worth the effort, and with that the lead diplomat smiled as he got handed back the treaty, he then took the pen, and started to write his name on it. After a few seconds, a name appeared at the bottom of the document
"Elias Ahonen"
The diplomat handed back the treaty and smiled even more as he did so, for this was treaty that could help secure the Republic as a major economic and military power house. He also wondered what kinda of technologies that the Rovuellians where going to share with them. However that was for a later date, he looked at the diplomat and then nodded. "I find every thing on this treaty agreeable and fair."

They would see the Rovuellian diplomat sign the document not too long after, and would then smile back at them. They'd nod their head in agreement, and they would lift the treaty, before then turning a man with a camera would make his way inside. They'd place the treaty onto a small frame of sorts of which holds it upright and allows for the treaty to be visible, before they reach out with them to shake hands, the man raising his camera and waiting for the right moment to snap the picture.

Elias Ahonen, smiled as the Rovuellian diplomat, Tii, held the treaty. He looked towards the camera and then back to her, with a nod he shook her hand and held onto the treaty, grinning madly as well. "Today is a great day, Tii, we have secured both of our nation's future." he paused and gestured to the camera once more. "What do you think the rest of the world would react to this uh?"

"Their reaction does not matter." They'd say, before they freeze up with their smile, him likely doing the same. When done, they would then lightly set the treaty done, and smile to him genuinely again.
"Now, we will have one another's backs. You watch ours, we'll watch yours." They would tell them. "As we did before, and as we'll keep doing for a long time to come. We care for our allies, and we will do everything in our power to ensure the both of our nations prosper." They would then frame the treaty, and make their way to an officer, of whom nods his head and disappears with it.
"He is off to make copies, and the original will be hung in here." They would say, the camera man going to go and develop his footage. They would then sit down and smile at them. "My next order was to, with passage of the treaty, invite you to a state dinner." She smiles widely and holds up invitation cards.
