With the start of the Great War, the rebellious Free Territories of Eyrie were becoming an increasingly worrisome thorn in Ashinara's side. On one hand, Queen Yuzura wished to implement some of the democratic ideals they are espousing, and thus did not wish to declare them a simple rebellion and squash them with military force. On the other hand, Ashinara was not ready for a massive uprooting and change of the way of life, especially now when the nation was at war once again. But just letting them hang in this limbo was just as damaging to the nation's stability. Not to mention, the economic output of the Province was not reaching Ashinara because of this.
Because of this, Queen Yuzura sought to reach a compromise with Chuchupak. She personally travelled to the island to meet with him. What she saw astonished her. Besides all the ruin from the natural disaster over a year ago that they could barely rebuild from due to cutting themselves off from the rest of Ashinara, they have managed to set up a rudimentary democratic system, with a small number of representatives from each village forming a sort of Parliament. Sure, they may have been meeting in the Baron's abandoned dining hall, but the fact that they went and did something revolutionary instead of worrying about looks was commendable.
After almost a week of deliberating, the Queen and Chuchupak came to an agreement. The Free Territories of Eyrie shall re-integrate into Ashinara as the Autonomous Republic of Eyrie. With the exemption of participating in the war effort, any and all legislation from Kyograd that would affect the Republic must be approved by the Republican representatives before taking effect.
