The Galran blockade on the Ashinaran Isles was a significant issue to be dealt with. The problem is that the Ashinaran Navy was small and out of date - and Ashinara couldn't afford to build new capital ships right now.
So instead, the Naval dockyards were given order to immediately churn out as many patrol boats armed with 2 to 4 torpedo tubes as they can, with the government guaranteeing overtime pay to motivate more workers to sign up to the construction yards, and work longer hours.
The plan was simple - swarm the enemy fleet with a horde of small, fast, and thus hard to hit boats, and blow them to smithereens with hundreds of torpedoes. They would rely on speed and agility rather than armor and firepower.
Accompanying this, a recruitment drive for the Navy would be put into action. While the Navy could get a decent number of troops through the draft, they would prefer to have as much volunteers as they could.
Besides that, the ground attack aircraft, which were already tested in dropping bombs on moving ships, would also have some of them converted to carry a torpedo.
