With the massive military buildup, an ugly issue reared it's head, one that was also brought up to the Queen by representatives of Eyrie Autonomous Republic - the segregation and outright discrimination of Ashinara's ethnic minorities. For decades now since the allowance of Eyrian and Perekopian minorities into the Royal Army service, they have been segregated into separate units, often denied access to the amenities enjoyed by the Ashinaran foxes, forced to use separate, lower quality amenities, or sometimes straight up forced to forgo them entirely. More egregiously, the minorities were barred from positions of power, with Ashinara so far not seeing a single officer that isn't a fox.
This never appeared to be an issue before, as any dissent was often so small-scale, it was easily suppressed. Now, however, conditions were different. Firstly, with the mass expansion of the Royal Army in preparation to send an expeditionary force to fight the Galrans, the amount of Eyrian and Perekopian troops has increased significantly - and even a number of other minorities that also lived in Ashinara, including a few humans. This brought with it an massive increase in the number of incidents of the foxes getting into violent altercations with the minorities over who can use which mess hall, restroom, etc. Discontent was further increased over the pointing out of the hypocrisy of Ashinaran racism against it's minorities when they are gearing up to fight the Galrans - who's entire ideology and justification for invading the entire world is rooted in racism. Furthermore, the dissenters this time are bolstered by two conditions that never happened in Ashinara before. Firstly, the current Hetman - Queen Yuzura - already gained the reputation of being a radical reformer, meaning that change was more likely while she holds power. Secondly, which stems from the first condition - the Eyrie Autonomous Republic. They have successfully rebelled AND gained recognition by Kyograd. This gave precedent to the dissenters legitimacy.
In wake of several hundred fights that happened between minority and fox troops, the representatives of the Eyrie Autonomous Republic brought an ultimatum to the Royal Rada: end racial segregation across the board, or the Republic will deny the Royal Army access to recruits and resources. The debate was cut short by the Queen herself, who was looking for an excuse to push such a decree. Being a radical reformer was a dangerous game, exposing herself to possibility of a coup by the traditionalist nobles - which meant she could only make moves if they were popular enough that the sentiment of the nobles was drowned out by weight of numbers - after all, if she gets deposed for implementing a popular change, the people will revolt in her favor, and depose those nobles right back.
So it was signed into law. Building off of the demands to introduce racial integration in the military, a new Royal decree has outlawed segregation across the board in Ashinara.
