King Hector
It had been some time since the ironically-named celebration of peace and the boy who carelessly pranked and caroused now found himself burdened with the weight of the crown and a full-scale that welcomed him to the grim world outside of gala halls and sun-baked towers. His father was claimed by illness not long after he returned from the celebration, his mother would have succeeded the throne but burdened by grief and after some long talks with the Prince she instead chose to abdicate the throne. The young prince was also shaken by the death of his father but while his mother had more faith in his recovery, Hector wasn't spared from the pain and reality of his father's condition. Following his coronation, now King Hector like his father, his reign began mostly uneventful with him attempting to resolve petty disputes in regards to worker strikes due to mismanagement from the business that employed them. On top of that it was almost nauseating how quick various factions within the Kingdom made their appeals to cement the future of his reign in Nevarra. Monarchists, of course, continued to show their support to the crown though campaigned for increase favor among the Nobelese. Republicans pressured him to adopt contemporary political reforms and treat this as an opportunity to modernize the nation. Nationalists as they called themselves were trickier. Many of them blended with the monarchists but a common defining trait among them was the desire to either gradually or radically withdraw from the Staol Trade Treaty.
Even if it were nothing truly big, it was an exhausting several months. And then of course, the war came...
As a nation, Nevarra never exceeded militarily in terms of boots on the ground or advancement of equipment and doctrine. Even now the Kingdom employed centuries and millennia-old treaties with various tribes in the Nevarran interior and the army that was meant to serve almost exclusively as a defense force was now pinned in an ever-increasing front out west with hard assaults from Verak and now Galra looking to wedge itself through the Sierra Grande and open another channel of units and supplies into the country. It became a certainty that Nevarra could rely on the understanding and familiarity of their nation's natural features but in the face of overwhelming numbers and equipment the King was stressed at how long they could actually last if it came down to a war of attrition. The war had already gone on far longer than anyone from either side anticipated and still showed no clear end in sight. Nevarra's allies and close trade partners found themselves scattered and harassed which to the credit of the S.U. showed some level of competency. But again, for how long could everyone hold out individually? If this was the strength of those opposed to the S.U. by themselves King Hector could only struggle to imagine what the combined might of an alliance might mean for the war.
In front of the stress-battered monarch sat a packet of papers, more than that, a proposal. Throughout the history of the Kingdom whenever it has faced war on its very doorstep Nevarra could always count on her alliances and connections across the continent, but now, King Hector aimed to stretch it across Ouhiri, abandoning Nevarra's indifference beyond the super-continent as the world itself was embroiled in this war. He exhaustedly shuffled through several of the pages that he had read nearly tens of times before already as if to pick out some sort of flaw, some sort of error. There were many, but the thing about a good plan is that they were rarely ever made by one person. If he went through with this it would mean committing some of his focus away from the war directly and if no one heeded the call then it would have been a huge waste of time...
...But something had to be done.
Secured telegrams would flood across Ouhiri in waves and in instances where telegrams would be compromised then the message would have to be delivered by foot. A conference was being called in Nevarra, the city of Lleijon which served as the nation's wartime capital given how close the other was to the encroaching lines of Galra and Verak. The invitations were for a conference in Lleijon consisting of delegates representing their respective nations. Included in these invitations were a grossly summarized version of the proposal titled;
The Coalition of Nations; A Contingent Response Doctrine to Threats of International Security and Stability.
There was no desire to bury the lead, the proposal parsed a very rough outline describing the creation of a more organized effort in dealing with the Sovereign Union though mutual-defense treaties and concessions given on behalf of every involved power to create a military institution capable of sundering the iron will and strength of the union. Included in it was a personal addendum from King Hector;
"Nations of Ouhiri, once again we stand divided as our ancestors did in the face of a great threat which promises nothing other than scourge and devastation. We are trapped in a cycle of cataclysmic wars that brew unrest during long and exhausting periods of recovery until once again we find ourselves crashing steel against steel. I implore you to consider attending the Conference of Lleijon and contributing to an effort that will hopefully not only see a decisive end to this burgeoning conflict but to break the cycle that we have found ourselves trapped in through mutually-assured peace and prosperity initiatives. But of course, the war must come first, and even if the results of the conference turn inconclusive it would mean a lot to show solidarity in these dark times."
