SUBJECT: CHEMICAL WEAPONS
Minister Mylukha,
This is an official communique from the Minister of Defense, Filip Gračanin, concerning the further development of chemical weapons for the Orthorian Armed Forces.
Due to the lack of dedicated chemical plants necessary for industrial-scale production of chemicals and chemical weapons, the Ministry of Defense is hereby contracting the Ministry of Labour for assistance in construction of new chemical plants.
The Ministry of Labour, in conjunction with the Zemun Interest Group, which will take ownership of the chemical plants upon completion, will begin construction of:
Ten (10) Chemical Plants
Near the Volgora-Drezon rail line. It is imperative that the Chemical Plants are far away from the front, and that their existence is kept secret. This order comes from Vozhd Yagoda himself.
In addition, to throw off foreign intelligence, the Ministry of Labour will also begin construction of the following:
Fifty (50) Lumber Mills
Thirty (30) Foundries
Fifty (50) Armaments Factories
Fifteen (15) Armour Factories
With priority given to the Chemical Plants and Lumber Mills. Henceforth, in order to maintain secrecy, any mention of chemicals, chemical warfare and/or chemical plants will fall under the umbrella term of "Elixir".
