The Amalian foreign services offices were working overtime to reach out to every new-found friend and ally in their war against Verak. With the world in chaos, and nations buckling under the weight of these attacks, Amali has been forced to assume a more direct role. Verak's industries lay untouched, protected safely by the Sicelis as punching bags, and their invasion of the Confederated Mestrian States means they would be inching their way towards Kumosenkan. Verak lacked the sufficient navy to stage major invasions against the Kumosenkan lands - and many Amalian analysts think this to be to the Silk Empire's army's benefit - but Verak's air force would overwhelm the meager air defense forces Kumosenkan could muster. A mutually beneficial arrangement could be met, providing Amali with the best type of carrier imaginable: a giant island. Assaulting Verak's skies from the south would force Verak to pull many fighters out of the eastern front to compensate for the lack of defenses there. However, time is of the essence, and Verak's invasion on the dis-Confederated Mestrians means that Amali has limited time to build up air wings and defenses safely.

The Amalian entourage, three women, approached the ornate and stylized Kumosenkan embassy. The building, alone, was enough for most Amalians to scratch their heads, let alone the more innate interiors that were meant to reminisce of home. The Foreign Relations section of the city was built of these culturally unique homes of ambassadors. Women were also selected because of the proclivities of the Kumosenkan Empire, and her misandrist ways. At this point, the Amalian government wanted the negotiations to go smoothly: while the heads of states finalized the symbolic gestures of goodwill, mutual assurances, and alliances, the diplomats were hard at work putting the finer details of the plans into action. How would the words of politicians and monarchs materialize into the world?
"Excuse me, ma'am," one of the older diplomats, Christina Mellaki, spoke up to the secretary. "We're from the Amalian foreign services, and the Secretary of State's office sent out telegrams this morning pertaining to our arrival. We realize it is early, and your representatives may be busy enjoying breakfast, so we are happy to wait for them to finish their morning meal. We just ask for you to point us in the right direction of where you would like us to be."

The poor secretary was clearly overwhelmed. She looked no older than 22, fresh out of college and a clear nepo hire. "Um. Okay. Okay wait one second okay?" She desperately searched for telegrams and authorization forms that were needed for foreign meeting approvals. An entire stack of papers collapsed on top of her. This job was supposed to be easy, but with the outbreak of war every single Kumosenkan embassy was overwhelmed. Requests to move home, war coordination, loan requests from governments, supply and equipment requests and much much more. After digging through the floor pile she finally found the telegram but not the authorization forms. She could not handle being yelled at another time already this morning. She knew where such level of meeting would be held and directed the Amalian diplomats. "You'll need to head to room 715. Ambassador Katsumi Eto should be ready for you."
She sighed a breath of relief as she watched the women leave. Once at room 715 the women entered to a scene of three Kumo eating a rather opulent breakfast. Meats, cakes, even champagne. "Excuse me!" Ambassador Eto shouted. "Our meeting isn't for another fifteen minutes." She was clearly pissed, but she just rolled her eyes and waved them in. "Lets just get started. Feel free to help yourself if you haven't eaten yet."

The three women fanned out, politely taking a seat at the table. The main ambassador, much older than the other two and around her early fifties, raised her hand and gave a slight bow. "We appreciate the offer, but we have already ate. Feel free to continue eating over our chat, we see no disrespect given our arrival and the state of the world. There's much to discuss before we're done here."
The senior diplomat leaned in, saying very bluntly, "Galra's navy is too large for Ulster-Gaelia and Kumosenkan alone. Hawai'i is under threat, and Ulster-Gaelia has only slowly begun to beat back Galra's horde of ships around her own island. Should Verak commit its naval forces, Kumosenkan will be forced to split her navy in two or risk her homeland being bombarded. We've seen the reports of the battles issued by Gaelia, and the Silk Sea front will take more time and more resources to fully secure."
She takes a moment to let the words she said hang and sit, directly prodding at Kumosenkan's national pride.
"And Kumosenkan cannot be everywhere at once. As of now, no one but Verak has eyes on the Eterno Regola*, and we don't know what they're amassing. As well, their naval bases are entirely untouched by comparison to Galra. Let's begin our discussions with how to best, and mutually, approach a solution to that problem."
(*The bay Diria, Verak, and Mestria share, which I had no idea was named that.)

Eto squinted an eyebrow. The implication that Kumosenkan couldn't handle her own was a grave insult to her honor. "Galra's navy may be rich, but they are poor in spirit and training. They ambushed us at Hawaii with a force that outnumbered our own ten to one, and our Empress personally beat them back like rabid dogs. However we are not opposed to military cooperation between our two nations, though it would require an invitation to your anti-espionage methods. Galran spies cannot be allowed into Kumosenkan."
"What does your nation have in mind for cooperation?"
