In order to begin combating Verak's sub-surface fleet while the airbases were being built in Kumosenkan, Amali would prepare to deploy several anti-submarine fleets to Western Pomaz and Orthoria to begin submarine hunting operations. While Kumosenkan would undoubtedly be able to handle the Veraki surface fleet alone, the shorelines and submarines Verak deployed would prove a greater challenge. Most importantly, the operation would seek to make the submarine war costly for Verak and force it to choose: invest in better submarines, and keep Pomaz and Orthoria choking, or invest in higher quality air frames to deploy against Amali's rapidly improving fighter and bomber squadrons.
Naturally, the hope was to deny both once the airbases in Kumosenkan were built, and begin attacking Verak's deeper, less protected industry and cities but this early multi-stage offensive would require Verak to prioritize resources depending on the war it wished to fight. Victory at sea means that Amali can begin aiding trapped fighters in Pomaz and Orthoria with weapons and, potentially, deployment of organized forces behind their own lines. Victory in the air means that the Sicelis and Eastern Verak become open targets - and a likely harder fought war in both the Desert and Plains campaigns, leading to logistical setback in the sparser regions of North Siceli and Southern Nevarra.
Before deployment would begin, Amali's Diplomat Corp would seek approval from Pomaz and Kumosenkan to temporarily station vessels in their ports for refueling and simple repairs during down times between deployment. Heavily damaged vessels would be patched, given a chaperon, and referred back to Amali for further repairs or scrapping. Rearming would happen in Amalian ports in Salrosa, but forward deployment would be appreciable in other ports. Amali will accept any ports allowed, and remain in these bounds during the course of the war.
