Ministry of the Internationale To Koian Ministry of Friends
On the behalf of the Union of Revolutionary Republican Velts we request a diplomatic meeting to discuss the normalization of relations between our two powers. This includes the integration of the URRV into the Staol trade. We believe an agreement can be reached about the exchange of goods that would allow for both of us to benefit. We are also like to discuss infrastructure and industry in addition to the exchange of goods in order to facilitate trade and relations.

The response was that the meeting should be held on a train in order to facilitate travel around the nation. This would give the Koians the best opportunity to observe what was going on as well as ensure the best controlled environment for the UCV. Minister Bonaparte would personally host the meeting along with Minister Perón as this had been their idea and as such they would take responsibility for it. They would also bring along a heavily redacted patent to share with their neighbor. The meeting was planned to take quite some time so there was a need to figure out a fair amount of topics.

A few days later, a train would arrive at the small border town of Otejandi, location of one of two border checkpoints for railroads crossing the border. Since the Veltist revolution, it hasn't seen as much action as it did in the past, but the town itself was still of decent size and quality. It saw extensive damage during the Great War, and was subsequently rebuilt, but since then it's mainly been just a hub for the surrounding farms more than its original checkpoint and retail status. Some still traveled through the checkpoint to the UCV from time to time, but the original traffic has long since gone.
The train itself peaked the interest of many as it approached, the seal of the Government marked large on the tender of the locomotive. The front of the sleek, black locomotive had two Koian flags mounted. Behind it, three passenger cars followed, each marked with the same symbol. As the train would approach the town, it began to slow down, the switches automatically flipping it towards the checkpoint. It'd slow down significantly as it passed through the regauger, transferring the gauge of the train into the Five Foot standard of the UCV from the 4'8.5" standard of Koi.
The train would slow to a stop right at the checkpoint, halting on the Koian side. A single guard would get off the train, stepping over to the border line and waiting for the Veltists on the other side.

The two Commissars were waiting along with a few members of the Red Army. "We greet you," Lucina said giving a small bow of her head. "May we assume you are here to guide us to your representatives?"

The guard would pause as they stare at the diplomats. "Apologies, we were expecting to first enter before we were to expect you." They held up the crossing manifest for the train. "But yes, yes! Here, follow me, we don't want you standing around too long!" He'd quickly whistle, causing another guard to poke their head out from the first passenger car. Noticing the diplomats, they'd slink back into the car, a moment passing before they come back and hop out of the train, placing a step stool to make it easier to board since they weren't at a platform. The original guard would turn back to the Veltists. "Please follow me."

The party would be shown into the second passenger car, a large meeting table having been set up in the middle of the car with seats along both sides of it. There, a Koian would be standing before them, dressed in a black suit with an orange stripe along the side, along with another Koian standing before their seat in a dark gray suit and a human in a black suit.
"Welcome, please have a seat." The three of them would bow lightly to the party.
As soon as they took their seats, the train would blow its whistle, signalling it was taking off. It'd soon roll past the border, slowly puffing its way up to a cruising speed of thirty mph as it moves through the Veltist countryside to inspect and admire what they wished to show.

"We're glad you could make it," Commissar Bonaparte said nodding. "As mentioned we have several things to discuss from trade to infrastructure and industry. Where would you like to begin?"

The first Koian would nod, "We'll start with trade. What it is you wish to speak about on these terms?"

"The URRV wishes to join the Staol Trade and purchase Staol. For industrialization we need fuel, and you have the largest supply of fuel in the world. Thus we would like to open trade so that we have access to the lifeblood of industry."

"That very well can be done. You'll have to sign the treaty, or get the treaty signed by your leader, however is needed by your regulations, and then we can begin. How much should we expect to fulfill the first order?"

"Ah yes, therein lies the problem," Commissar Perón said coughing slightly. "The revolution severely damaged the staol power plants, rendering most unusable."

The diplomats would pause for a moment. "So are you looking to have them ready by the time they come back online, or are you asking for something else?"

"Well as it turns out the old Shahdom was so incompetent they did not have anyone capable of repairing the plants, so we would like to hire some of your engineers to oversee a quick training program to help get our engineers up to speed."
