The Greater Imperium
of
Rombarda
The Greater Imperium of Rombarda is a nation located on the north eastern part of the Granuras super-continent, to the east of Reseria and north-east of Koi. With a population of One Hundred and Twenty Million(120,000,000+), the country is heavily populated and its capital exists on the continent of Granuras, located on the coast of Amerasua (Plot 131), where the Capital City of Auran and Seat of the Emperor and the Pantheon are located. The nation spans its home territories of which are heavily developed and famously known for vast vineyards, open air farmers markets and trading posts, and as well faithfully maintained ancient roads and monuments of which include the Colossus in the city of Rhodes, Parthenon in Auran, the great Library of Alexandria and as well the city of Alexandria, and other wonders and monuments in cities and along roads across the country. Much of its landmass is mountainous, but a great deal of it is also beyond Granuras itself, located across the oceans of Ouhiri. Their empire is large but is not a global one, and stretches from North East Granuras, to Arema.
Rombarda is a founding nation of the Commonwealth of Granuras.
Historical Summary
The Imperium of Rombarda has been and is still a significant maritime power since the early days of civilization, before even the era of recorded history Rombarda has maintained a large fleet, though in recent times the number of ships has fallen to ensure they have a quality edge over their competition, as they focus around protecting their long standing overseas holdings. Rombarda's naval might as well has been the result of early maritime history seeing their nation constantly engaged in overseas trade and interaction with first their off-shore islands, and then their direct neighbors, before that eventually expanded out to reach further south, and then soon across the seas to Arema where they established many of their long standing colonial holdings. The Rombardan religion has as well spread with it, and grown.
Rombarda has its own national language and culturally, it is the most common language they use. While common has a place as a language of international commerce, the language itself is not widely spoken among the everyday population of the nation, and generally the government sees this is both okay and more really optimal. The nation is a multi-species one, though its majority population is primarily human, while the minority races only make up about 40% of the overall population. 15% of that is the Festria, and then the other 25% is the Kithium, of whom were assimilated into the Rombardan empire in the early days of its inception, when it began to conquer more territory beyond the confines of the Auran Fjords.
For decades, and then centuries, the Empire expanded until it could not anymore, and consolidated. In its early years it was ruled by a Republic, but this was eventually replaced by a Monarchy, ruled by the Emperor during the transition to the Imperium. Then, the nation's military began to expand and grow with each passing year until it could fight on even terms with the regional powers around it, and then surpass and conquer them. In ancient times, it did just that. But in later years, these territories broke away, and instead the nation has become focused on stretching its influence overseas once more, to ensure that it can maintain a strong hold over its colonial holdings, and to add to those should they be able to. However, they as well began to shift from conquest overall, to once again taking a economic outlook - attempting to expand their network of trade so that they might benefit all the more from it.
And so in recent years, as their military changes to the times after the most recent Staol War has passed, the nation has began to awaken to the potential for a major resource shortage and disruptions to Staol trade, as well as their own need for a larger agricultural base and bringing the rest of the nation that is away from coasts, into the modern age with electricity. They as well, maybe more than all else, seek to bring themselves wealth and to create a era of long lasting prosperity for their civilization without the potential for predation from foreign powers, to become likely the world's lone superpower or at least find a means to secure their place and remain safe and strong.
Economic Overview
Rombarda is considered to be a capitalist country with active participation in international trade. Domestically, largely rurally but as well in major cities, barter trade is still prevalent and favor exchanges are normal. However, the nation does have a currency and does use this currency to buy products such as food from any retailer or business that isn't just an open-air one, as legitimate businesses are subject to the regulations imposed by the state. The state as well encourages and largely does not interfere with the long standing 'free market' in the nation, nor does it interfere with private industry if it can be helped.
It engages in international trade, though tis current largest import is Staol. It is a mostly self sufficient nation beyond its energy needs, though it is beginning to look into the idea of expanding domestic production or colonial production, and potentially as well opening its ports to importing foodstuffs and other materials of which the nation requires. A lot of the nation is still made up of tradesmen and artisans, as well as farmers and miners, with specialized skills becoming higher in demand as the nation grows. Drama and the Arts as well have become somewhat monetized, though open theaters remain a public space and cannot be privatized - though one may donate to theater groups that perform there if they so wish.
Cultural Overview
The cultural of the Rombardans is as old as the towns of prehistory and has grown and evolved with the people of Rombarda, enriched by outside contact and integrating foreigners and their cultures. However some things overall have always been a constant in Rombarda. The nation has always had a common barter economy both rural and in the cities, and while the rise of currency has made it obsolete it is still practiced among the common citizenry and often more so in rural villages and small towns were such a system remains viable.
The people of Rombarda are often known for being kind and generous. Towards friends and loved ones, its not uncommon for their to be displays of affection both publicly and privately, cuddling and hugging being common occurrences. There is no stigma against being physical affection so long as it does not drift into the areas of indecency. The people are also accepting of other species and immigrants.
Rombarda has not had much stigma against homosexuality in its history. Rather it is considered common for there to be same-sex couples.
Rombardans as well are, through a combination of state education and cultural supremacism, highly patriotic and nationalistic. This has somewhat translated into expansionism among some groups.
The people have a common respect for the military and as well, respect the arts as well - drama and theater in particular are among a favorite though sculpting is a favored art form and export of Rombarda. Rombardans enjoy music and as well and several famous composers, such as Adavis Sariou were born in and composed much of their work in and for Rombarda.
Rombarda does have a martial legacy and the military is considered a prestigious occupation. It is a volunteer organization and only accepts a high standard of professionalism and dedication, with its basic training being one of if not the most brutal and vigorous in the world. Sailors especially go through difficult and comprehensive training, while the air force and naval air wings spend months practicing and training with their aircraft. These soldiers and their support personnel are considered to be among the highest of standing, on par with the nobility, though nobles often deny and vehemently denounce such comparisons.
Religious Overview
Rombarda believes in a pantheon of Five gods.
Solar is the central god of this pantheon, father of all others, benign but ever watchful, cycling the sun and the moons, bringing day and night.
Lunar is the god of the moons, whom shines their light from above to illuminate the world below.
Ultima is the god of fate.
It is he who is said to have brought forth the Speaker, who penned his code and brought the pantheon to others.
Ultima rewards those who come to the afterlife if they follow his virtues, but Ultima punishes true unrepentant sinners.
Ultima's virtues are adhering to a code of battlefield and lifelong honor that governs how one addresses conflicts and fights, remaining honest and having integrity, and being willing to help others in need.
While one does not have to strictly adhere to these and there is room for sin and forgiveness, the codes treat things like murder, adultery and rape as terrible sins that are beyond unforgiveable. Killing in self defense is itself a sin, but not one that is unforgiveable. Soldiers as well, should they honor the code properly in battle and out of it, will be forgiven for taking lives.
Aphrasia is the god of fertility and positive emotions, as well as companionship and trust, and she passes her judgement of the followers of the pantheon to Ultima regarding matters of integrity, such as lying and the reason why.
She blesses healthy couples with fertility, and in general is considered the spirit of happiness.
Malal is the god of negative emotions, luck both good and bad, violence, and war.
Malal watches and manipulates negative emotions, but as well they do speak their judgement to Ultima, should someone break the code of honor in such a sinful manner that Malal speaks of it, it is a sin unforgiveable.
Malal gives luck to soldiers, and bad luck as well. One side must always draw the short-straw.
Politics
The Imperium was in its earliest days a republic, but has since transitioned into a monarchy, though one governed by constitution and a senate nominally. Vested with ultimate authority the Emperor is not expected to exercise it often and it can be overruled if circumstances permit it, as abuse of power is to be recognized and dealt with by the Rombardan senate and the people. The Emperor is the formal sovereign of the nation and is able to dictate its policies both domestic and international, though they are expected by tradition to bring these matters before the Senate to be deliberated.
Locally, there are provincial governments which govern their local provinces within the empire, and are hence allowed a degree of relative autonomy, though they do still have to answer to and accept the rule of the Emperor and his government, with no real say in if they wish to participate in said government. Any dissent is considered insubordination or rebellion, and a politician in these polities can be quickly and easily replaced, either peacefully or violently. True rebellion is treated as treason, and treason carries the penalty of execution.
Typically these provinces elect their own politicians in a system resembling the old Republic, casting votes for their representatives for towns and villages, or in some rare cases for their general area such as a sort of equivalent for a county or district. There are no major political parties in Rombarda, as the Senate is rather a handpicked group of trusted men or rarely men and women that the Emperor and his current advisors see as good successors or more handy than others in the role they need to fill. Should they figure it necessary or it be convenient, sitting politicians may be elevated regardless the office and be given training and education to fit the role.
Constitutional Protections prevent the government from interfering with protests, though the idea of Right to Disagree does not protect one from consequences if they commit a crime. It also says do not obstruct the road or commit violence, as neither is protected by that constitution. The right to freedom of speech is held high as the exchange of ideas is often as valuable as the exchange of currency.
The Formal Sovereign of the Greater Imperium of Rombarda, is the former general Emperor Aurelius Vex.
Civil Liberties
The Imperial government does not actively attempt to control the daily lives or in most cases political involvement of individuals or groups in the nation. Rather the Imperial government generally allows its citizens the right to assembly (within reason and so long as it is peaceful), the right to freedom of speech (unless it is an incitement to violence), and the right to bear arms, with military grade weaponry included in the nation's constitution, and as well the national government adhering to a constitution like the Monarch. The government does regulate the economy by breaking up monopolies and generally setting tariffs in line with traditionally protectionist practices.
Citizens may carry weapons in public, though charges are applied for negligent discharges. The government taxes at a flat 5% of earnings for large corporations, and as well has a flat 5% income tax on all citizens, and a 1% tax on sales of 'Vices', including Alcohol, Tabaco, mild and light drugs, etc. Prostitution and pornography are legal, with regulations in place to ensure it remains ethical and between just adults.
