The Troïka
The three Consuls of the URRV are collectively known as the Troïka. Each one can function as the head of government, and the other two can override any decision of the one. This system was developed so that no one member had too much power.
The three Consuls are organized thusly:
Consul de Guerre
The War Consul is assigned to deal with any matters on the international scale. Whether this be war or diplomacy the war Consul is tasked with defending the URRV from all threats both foreign and domestic. This means that the Commissars of the Internationale, Defense, and Interior all report first to the War Consul.
Consul de Paix
The Peace Consul is assigned to deal with domestic issues involving the resources of the URRV. This means that the Commissars of Sciences, Supplies, and Finances all report first to the Peace Consul.
Consul du Peuple
The People's Consul is assigned to deal with all affairs related to the people of the URRV. This means that the Commissars of Justice, Labor, Education, and Communication all report first to the People's Consul.

Commissariats de Guerre
The War Commissariats are all the departments that report first to the War Consul.
Commissaire du Peuple pour l'Internationale
The People's Commissar for the Internationale is in charge of the Foreign Affairs of the Union. All diplomats report to Internationale Commissar and all diplomatic agreements must have the approval of the Internationale Commissar to be considered valid.
Commissaire du Peuple à la Défense
The People's Commissar for Defense is in charge of the Armed Forces of the Revolutionary Union. All branches of the military report to the Defense Commissar. To engage in an Armed Conflict the Defense Commissar must approve of such action.
Commissaire du Peuple à l'Intérieur
The People's Commissar for the Interior is in charge the ensuring domestic security of the Union. Traditionally the Interior Commissar is also the Director of the Institute.

The Peace Commissariats are all departments that report first to the Peace Consul.
Commissaire du Peuple aux Sciences
The People's Commissar for the Sciences is in charge of the scientific development of the Union. This includes both civilian and military research.
Commissaire du Peuple aux Approvisionnements
The People's Commissar for Supplies is in charge of agriculture and resources within the Union. The Supply Commissar is tasked with ensuring that all people have food and the factories have resources.
Commissaire du Peuple aux Finances
The People's Commissar for Finances is in charge of the money of the Union. This includes setting Luxury Allowances and ensuring that there is enough credit cards available for all citizens.
