Civilian Law
Taxation
No government other than the Kumosenkan Federal Government may levy a tax on a citizen of Kumosenkan. The federal government levies a scaling income tax on all citizens earning an income of more than ¥150,000 per year. A citizen is only taxed on the income they make inside the new tax bracket. For example, if a citizen were to earn ¥200,000, only ¥50,000 of it would be taxed in the second bracket.
Civilian Income Tax Rates
Corporate tax is handled in a much simpler manner. Small corporations are taxed a flat 10%, medium corporations at 25%, and large corporations at 30%. Small corporations are defined as any corporation that has less than 25 employees. A medium corporation, 25-100 employees. A large corporation is defined as having over 100 employees.
There is a flat 15% property tax across Kumosenkan.
There is a flat 4% sales tax across Kumosenkan.
Housing
All citizens of Kumosenkan are entitled to housing. A citizen can apply for a stipend for the average cost of living in their area for a maximum of six months. Starting on the second month of the stipend the person must prove that they are actively searching for work by showing evidence of four job applications every week. This stipend is only for the unemployed and homeless and is not intended to care for entire families.
Age of Consent
The age of consent in Komusenkan is 18 across all species.
Marriage
Any male citizen of Kumosenkan may marry a female citizen of the same species. Interspecies marriage is illegal in all cases and is not recognized by the government. Homosexual marriage is illegal in all cases except for female to female marriage between two Kumo. Interspecies marriage and any other form of homosexual marriage are illegal under penalty of fines.
Age of Consumption
All citizens above the age of 16 may consume alcohol. The legal limit is 0.075 BAC.

Any adult citizen of the Kumo race who fails to hunt, kill, and report an animal or animals weighing a minimum of 50 pounds once per year can receive fines of up to ¥16,000, and on repeat offenses up to 6 months in prison. There are medical and legal exemptions to this law.

Action involving deliberate destruction of or damage to public or private property. Punishable up to 30 days in prison, and ¥15,000 in fines.

Causing any disturbance that hinders the average citizen's day. Typically through loud noise or boorish behavior. Punishable up to 3 weeks in prison and ¥10,000 in fines.

Being above the legal limit while in public. Punishable up to 1 month in prison and ¥10,000 in fines.
False Incrimination

Knowingly falsely accusing another person of a crime they have not committed. Punishable by up to 1/2 the prison time of the crime accused and 1/2 the maximum fine.
