After a few days of exchanging various formalities, embassies were finally set up and a meeting was called to discuss the possibility of expeditions to the South Pole. The ambassador arrived with a group of experts in various fields who were informed on the expeditions and the current plans for them.

Ashigawa would set up the meeting on their territory, this time in the Imperial Institute, the largest university in the Empire, located North-East of Kyoto.
The Ashigawans present on the meeting would be:
Tagomi Nobusuke: Minister of Foreign Affairs
Ichizo Kado: Ambassador assigned to Kaireil
Yajime Mito: Head of the Imperial Institute
Okimoto Ako: Head of the Meteorology Department of the Institute
Takata Hokusai: Head of the Biology Department of the Institute
Akagawa Masaru: Head of the Geology Department of the Institute
Matsutoya Toichi: Head of the Oceanology Department of the Institute
Kugo Noriko: Captain of the Imperial Navy

The ambassador would arrive with a team of experts at the Imperial Institute. They prepared for quite a while, afterall this was a powerful economic power... They didn't want to ruin their reputation with incompetent advisors. The minister of foreign affairs, Milad Zand, the minister of commerce, Moein Safavi, and the minister of research, Arman Zand all came with their respective advisors following suit, awaiting entry to the meeting hall.

As everyone assembled, Mito would stand up to open the conference.
"Ladies and gentlemen, thank you for gathering here today. On the agenda today is agreement upon an expedition for the South pole, done in cooperation between out two nations. First order of business would be discussing our goals. Kaireili delegation shall have the first word on the subject." As he finished the introduction, Mito would sit down.

The ambassador smiled and nodded in understanding. He stood up and began to speak, "We thank Ashigawa for holding us, and for considering cooperation towards a joint expedition of the South Pole. Kaireil has interest in backers which would like to aid in our expedition to the South Pole to set up weather stations as well as have exclusive access to data at a low price and for free at times of crisis with Kumosenkan. Our proposal was created by collaboration between the Ministry Of Commerce and the Ministry Of Research to maximize military efforts against Kumosenkan and their naval supremacy in Touli as well as provide expeditions which Ashigawa has expressed to desire for free through vastly unused ports in the Isles of Haydah."

Tagomi would be the next to stand up.
"We would first like to thank Kaireli for their cooperation. We have great scientific interest in the Pole, and am certain great value can be extracted for both of us. The data found there can be invaluable in terms of study of the atmosphere, the magnetic fields and the surrounding oceans."
"Thank you, Tagomi-San", Mito said, standing up, as Tagomi sat down. "Next order of business would discussion of immediate goals of the first expedition to arrive at the poles. Word to Kaireli." Mito sat down again.

The minister of research, Moein Safavi, stood up to speak about the planned expedition. "Our first goals would be to set up weather stations near the coasts of the South Pole in order to collect crucial data which can be sold to our investors for further backing into our ventures. We have planned to land in various locations at once similtaneously with various teams to evaluate which regions would be best to further explore into on the basis of scientific data and accessibility."
The minister brought out a map, outlining the initial landing spots, and if the Ashigawa administration was prudent, they'd notice that it cuts of nearly all accessible spots for other expeditions to explore into for the first time. It was quite ambitious to say the least, and each location was chosen roughly based on the utility of a weather station in said coasts while there were also many locations which would allow for a easy exploration in the future. The design was definitely designed to fit the needs of Ashigawa and Kaireil, for weather stations and exploration while making explorations by other nations pointless if done in full, giving the nations a monopoly on the Southern Pole data.

Akagawa Masaru, head of geology department, would put on his glasses as he leaned in to take a closer look at the map. Then he stood up to speak.
"While I doubt our capability to afford all these sights simultaneously, I certainly like that plan. Regardless, we shall leave the cost calculating to both our ministries of finance after this conference is over. As for Ashigawa first goals. I propose we delegate our tasks. While Kaireil is setting up coastal stations, Ashigawa shall send expeditions inland to explore and map the area. That will also inform us of the conditions there, and let us know what equipment we would require for further research."

"Agreed, we'll have to go with the cheapest expeditions first I imagine and then slowly expand to occupy more and more of the South Pole. Kaireil will set up regular expeditions and set up weather stations while Ashigawa sets up expeditions. Our ministries should sort out the specifics and we should be set then?" The minister asked, wanting to conclude the rather short meeting to plan out specifics.

"In that case," Mito said, "I give word to Kaigun-Daisa Kugo"
The Daisa (Captain), in her full dress uniform, would stand up. "The Imperial Navy has been experimenting with Ice Breaker ship technology for several decades. We shall be able to commit a total of 20 converted transport ships, a single converted merchant carrier, 1 small transport plane and 5 reconnaissance planes. In addition we shall provide 500 personnel of labor manpower, although we shall see if the Army would be willing to provide any extra. We shall also provide additional equipment, such as radios."
"Thank you," Mito said, as the Captain sat down. "Next matter to discuss then would be the launch date for the first expedition. Our estimates that it would take Ashigawa approximately 4 months to assemble and prepare all necessary equipment and materials on our side. If you estimate that it will take Kaireil shorter than that, I propose we set sail on 18th of Achsen, 1945. If you believe it will take you longer, what date do you propose?"
