With the resignation of the Liberals from the Grand Coalition, the Foreign Minister of Lusatia decided to recall the Liberal-aligned diplomat sent to Koi, sending a new ambassador to the nation, Filip Jałocha.
The ambassador requested a meeting with a member of the Koian government shortly after arriving in the embassy, desiring to make introductions and confirm the diplomatic reports left behind by his predecessor.

As Filip would arrive to Põhiliin in the early dawn, he'd be greeted by a bustling city stretching out of the snowy farmland. The suburbs were short, Põhiliin itself certainly not a massive city by any means, but the architecture was tall and imposing. Concrete, steel, and glass was a common sight in this city, along with bright neon lights lining signs...and surprisingly even building corners. In fact, at street level, much of the buildings were either painted bright colors or outlined with lights. The cars dotting the roads were all brightly colored as well, typically in whites, light grays, yellows, reds, and blues. In fact, looking it over, there were no dark colored cars anywhere on the road, and nothing at ground level was a dull color. Even the pedestrians were wearing relatively bright colors as they walked to and from work and the stores.
The Lusatian Embassy itself would be no exception, with fences around the property painted a bright red. The building was relatively small, a three-story building that looked akin to an office building, though with large forward facing windows covering the ground and second floor.
Next door, a similar looking building stood, surrounding by a yellow fence, however the lower windows and doors were boarded up. The grounds of the building stood empty and lifeless, aside from a few construction vehicles parked on the premises. A sign with a tarp partially over it was the only indication to what it was before, the letters "Eon" exposed to the elements, becoming weathered without care.
Inside, the building was to the Lusatian standard, likely not as brightly colored as the city outside.
The ambassador would receive a note quickly, stating Ambassador Miia Looke would be arriving later that evening.

Ambassador Jałocha had finally accustomed himself to the bright fashion of the Koian people (this meaning that his headache had subsided), and was glad to near immediately receive the Koian Ambassador, preparing the building for her arrival.
As expected, the interior was, indeed, not as brightly colored as the Koian standard, picking darker, richer colors that stood out most in the light, and made a room comfortable in the dark. However, that is not to say there was no bright, colorful pieces in the building, as, indeed, the previous ambassador had left a few modernist paintings in the building, which seemed to Filip to mostly be just random splashes of bright paint only vaguely resembling whatever the artist claimed it was.

As stated, Ambassador Looke would arrive, a white SUV arriving in front of the Embassy. A Koian would step out, wearing a bright blue button-down and a dark red skirt. A single human would also get out, dressed in gray camo that had high visibility markers on his arms and legs. The two would walk up to the entrance of the Embassy, stepping inside the lobby. The guard would immediately shoulder their rifle, standing off to the side to let the ambassador do their work in peace. He'd just step over and take a seat in one of the chairs, humming to himself.
Miia would step over to the reception desk. "I'm here to see Saadik Jałocha."

The receptionist seemed a little confused, and was about to respond, but then paused, as if struck by realization, and led Mila to where Ambassador Jałocha was.
When they met, the Ambassador introduced himself, "Welcome to the Lusatian Embassy. I am Filip Jałocha, and I am my nation's ambassador to yours. To whom do I owe the pleasure of welcoming, today?"

"I am Miia Looke. I will be your direct contact for all matters that don't need a higher up." She'd smile, bowing briefly before outstretching a hand to shake.
"How was the transit here, Mr. Jałocha?"

"A pleasure to make your acquaintance, Ms. Looke," Ambassador Jalocha responded, pausing a moment before shaking her hand. "The journey was pleasant, though long. Though the railroads are intact, many areas in Lusatia and Galra are yet to fully recover from the war."

"From the route you took, I assume you've seen the many construction projects in our own nation to rebuild the effects of the war. It'll certainly be something in the minds of many for a long a time. But we do have to keep going." She'd smile to him. "To what do I owe the pleasure of today's meeting?"

Suddenly, an aide brought something to the Lusatian ambassador. Reading through whatever he had be given, Ambassador Jałocha frowned for a moment before looking back at the Koian diplomat.
"Apologies, news from Lusatia. Apparently, the SLP won the election, and now I'm a card-carrying member of the new government. While I'm sure this is shocking, it ought to have no effect on our diplomacy."
He paused, "Now, where was I? Ah, yes. Lusatia seeks strengthened relations and cooperation with Koi, so that no nation can endanger Lusatia's access to the all-important staol trade ever again. Primarily, Lusatia seeks to prevent events similar to those that occurred in the Fifth Staol War, where Lusatia and Koi were both heavily invaded and oppressively occupied by our mutual enemy of Galra."
"To that end, Lusatia would like to offer a shared intelligence program centered on identifying threats to Koi and Lusatia, primarily focused on those that endanger the rail lines between our nations. Lusatia would also like to, informally, extend a guarantee of intervention should any nation attempt to coerce Koi into altering the current status quo regarding the staol trade."

Miia would nod, not thinking much of it. Happens often to democratic nations.
"How would this intelligence program work? What specifically will it look for and how will it achieve it? We have two major rail lines between our countries, one through the Grand Democratic Republic and through the Imperial State. How do we plan to observe both, and what will we do to ensure we can act on anything we find?"

If either of our intelligence services were to, say, find out that the Galrans were up to no good, again, we would privately let the other know so that we can both begin mutual preparations for the worst-case scenario. Such a program would extend to the other rail line, though Lusatia anticipates no issue with the nations along that route."
"We're not asking that Koi begin openly spying on Galra, mind you, merely that, given Koi presumably has more privileged knowledge of the economic workings of many nations due to its control of the staol trade, your government could pick up on trends far easier than a Lusatian attempting to peak into Galra. For example, perhaps Galra begins buying a bunch of excess staol, as if they are anticipating the need to stockpile it, or perhaps your train engineers notice factories producing objects not wholly suited for a peaceful purpose, that sort of thing."
"Lusatia can, in exchange, offer relevant information on events that might endanger rail lines or Koian security, should we come upon anything concerning."

"As for Galra, we do notice much more than others since we receive nearly free-reign into states. However there is a stigma of sharing everything we see, as with our abilities to move across even the tightest of borders we try to be respectful of a nation's activities within their borders. We had engineers alerting us of noticeable build-up along some of the branch lines before the Fifth War, but it was dismissed as Galran expansion to the far continents. It wasn't until those trains were detected near the border that we finally began to care, and by that point it was too late and the rest is history. We'd have to retrain many of our engineers, or at the least ensure that what they share can't be traced back to them."

"Lusatia understands the need to be discrete, Ms. Looke, but, especially in regards to a nation that has previously invaded your own, we believe it to be prudent that some extra care is taken in regards to Galra. Any trust your nation has previously extended to Galra ought to be re-earned, which, currently, my government has seen little effort from Galra to reconcile relations with, well, anyone."
He shook his head, "However, I'll also be remiss if I allow a conversation to continue in circles for all eternity. Lusatia is in a minor predicament now, economically, what with the reports of a plague and the leading companies in our nation going and panicking over the new government. We're on shakier ground than we were starting the year, and I'd like to negotiate some sort of economic deal where, once this plague business has been resolved, Koi starts considering imports from Lusatian corporations as a means of giving our economy a pick-up."
"In exchange for that, Lusatia will buy an equivalently valued amount of staol, so your government loses nothing in the process. What goods you import is up to you, depending on your needs or just whatever you believe would be easiest to sell. The government is just searching for means of generating revenue for companies beyond bail-outs, which are not only unpopular within our own party, but amongst the other parties, as well."
