Articles of the COG
Signatories to the COG Treaty are placed under a binding commitment to the terms of the treaty itself, laid out below in full for view of readers and signatories, and to be acknowledged and agreed to by all Full signatories to the treaty. Limited Signatories will not receive all benefits of signature, and are considered low tier members of whom are obligated upon joining to at least open their economies, particularly all means of transit, to Full signatories and other Partial Signatories.
TERMS FOR FULL SIGNATORIES:
1. Full Signatories to the COG will open their borders, particularly railways, roads*, waterways and airspace to all other signatories for the purposes of moving assets, and allowing movement of peoples between these nations. This is to facilitate economic growth of all three nations, the exchange of technologies and information, and to allow rapid movement of goods and military manpower to where it needs to go.
*The Empire of Ashigawa/Ashigawa Empire is granted an exception to Free Passage to and from the Home Islands, and will control transit to and from the region, however their colonies are subject to the terms laid out above.
2. Full Signatories will cooperate with one another within the bounds of the treaty to establish a streamlined process and as well a forum for which the treaty's members may debate and discuss issues of importance to all three nations, as well as pose requests for assistance or propose any sort of agreement they may wish to. In matters concerning singular nations the COGis allowed to act as a observing body, but in matters concerning all of COG, all of COG' signatories will become directly involved as a overall body representing the interests of the group. This body will be composed of representatives of all Full Signatories.
3. Full Signatories will militarily cooperate with one another as part of a Mutual Defense Pact. If one signatory is attacked, every member will come to their defense. However, a Optional Assistance clause is put into place, stating that militarily any OFFENSIVE action taken by another nation does not have to be supported by other members of COG, though they may request the formal military assistance of other members of COG.
4. Full Signatories agree to providing representatives to the COGChamber as part of the Treaty.
5. Full Signatories will not interfere with the internal politics of other Full Signatories and will allow a party to mediate disputes or bring their issues to the table to be discussed in a controlled and amicable fashion to reach a agreement or settlement.
6. The Chamber will rotate between the capitals of the Full Signatory nations every two years.
TERMS FOR PARTIAL SIGNATORIES
1. Partial Signatories are expected to (and will if they intend to remain in the treaty) open themselves to economic exchange and transit of assets from other signatories.
