Caragel would receive the telegram, taking their time to respond as they dealt with another crisis in their congress. When the foreign ministry was finally cleared of their issues, they'd finally send a response to Ulster-Gaelia. Meet at City of Alkmere STOP Ports open STOP

Prime Minister Moriarty would arrive via ship directly to the nearest port for Alkmere, he would await to meet with Caragel officials and proceed with his meeting.

The Prime Minister would be met with a small group of guards, each holding cheap pre-Fifth Staol War submachine guns. Among them would be a weller-dressed man, though by no means was he as well kept as the Prime Minister.
"It is a pleasure to welcome you to our country. I am Chief of the House Marcelo Bòideach." He'd speak in a heavy Nevarran accent, putting strong emphasis on "welcome" and "country", though would be pronouncing his Caledonian name with extreme ease. He'd outstretch his hand in greeting. "Please, come with us, we'll lead you to the offices here. The capital is...occupied at the moment so we have to hold the meeting here. I hope this acceptable?"

Moriarty gave his signature grin, shaking the Chief's hand, "Thank you for having me."
As they walked to the offices his impatience got the better of him, "What's going on in the capital today? If you don't mind me asking."

The Chief of the House would sigh. "Protesters. It comes and goes, just happens this week is worse than last. We've been trying to deal with it, but we don't want anyone to get caught up in it."
The walk took about five minutes before they reached a series of buildings, several guards surrounding them. They were a mix of gray concrete and light red bricks, each two stories, surrounded on all sides by single-story stone and wood buildings. People would be watching the group as they walked, the guards surrounding them walking a good few feet away from the CotH and the Prime Minister to act as a buffer.

"Heavens" said Moriarty, noticing the noise echoing through the city. He didn't know Caragel was facing unrest, the country had grown quiet in the back channels of the UKUG and he wondered if this was the reason why. Regardless, he a job to do. When he arrived to his destination, he intended to make a rather large offer for the country.

The group would enter the building, stepping to one of the backrooms to ensure they weren't near any windows.
Marcelo would motion to the table, the guards pulling out some chairs for the Gaelian ambassadors. "Have a seat. I'm sure you have much to discuss if you're requesting our presence."

"I'll cut to it, the crown is wanting establish a greater Trade network. We already have resources cycling across the Shawbalt with our new alliance Aegis, and the colonies to the East have made our empire extremely wealthy. At one point or another, Touli has fallen behind, a determent to global trade. We would like to infuse industrial and financial resources into Caragel and uplift it to a major trade partner on the world stage."

The man would be taken aback by the statement, not expecting that as the answer they'd receive. The Chief of the House would appear to be searching for words before he'd sit down quickly. "It would certainly help to get some more money into the economy...maybe it'll help some of the homegrown issues." They'd sigh. "How would we go about doing that?"

"We would lend our own industrial might to Caragel, build factories and loan technologies that could help bolster the country. In exchange, the UKUG would like access to raw materials and of course these factories being built would be charged via a credit line to the Iron Bank to be paid back. The end result would be Caragel having a powerful economy to stand on its own and we hope on our end a new trade partner to make our nations wealthier."

Marcelo would sigh in relief at the sound of it. "That would be much appreciated. We've got a lot of people and not a lot of work, so more factories would certainly be a benefit." He'd scratch his arm some, thinking. "How long would it take to begin? We'd likely have to increase our own production of raw materials for both sides to benefit."

"We can begin as soon as possible, I have been authorized by Parliament and her Majesty to approve construction of these factories. And yes, we're interested in the raw resources as payment sooner than later, perhaps a mining project to boost jobs until we get these facilities open? There's also progress being made by Great Western Railway in Zedon, a massive expansion of the railway system there into the Western regions of the province. I think I can get Parliament to approve another budget increase of that project and for GWR to get onboard for...let's say a railway into Caragel that feeds traffic back and fourth between our two nations easily."

"The most advanced railroad in our nation is the staol route that the Koians built through the country. Everything else we have is wrought iron tracks. Most of it breaks under the weight of our trains, which has hampered the movement of goods from the interior. We'd be best trying to expand what's on the border for ease and speed, as well as anything along the coast. The interior, at this point, will likely bankrupt us both until there's ample cash flow."
