Civilian Factories
What Are They?
Civilian Factories (shortened to Civil Factories or CivFac) are Factories your government has the budget / ability to contract out for various state projects. Civil Factories, once points have been allocated, cannot be expanded upon by construction means. These are not every factory in your nation, but realize that smaller nations probably won't have many more beyond versus larger nations. However, for state-ran countries, these are all the factories as the government does have access to any they want.
You can gain more Civil Factories by random events made by the GM Team or directly investing in more factories.
Civilian Factories are split into two subcategories: Consumer Goods Factories and Construction Factories.
What Are They Used For?
Consumer Goods Factories are used to produce usable resources. They consume Raw Resources in exchange for producing Light Materials, Medium Materials, Heavy Materials, Electrical Components, Rare Materials, Luxury Goods, Food, Wood, and Chemicals. Communist states must operate all of its factories. Socialist States have some hidden factories due to small private investments. All other states have large hidden factories due to companies and corporations.
Construction Factories are used in Civilian Projects. City expansion, interstates, highways, railroads, international airports, cargo ports, resource expansion, civilian research complexes, and the like. Certain projects may require both types of factories at the same time. Increasing Development levels of a province consumes factory points.
Remember, you are running a nation. Not everything has to be explicitly for making your nation more powerful / a bigger military power, using them to improve the quality of life of your citizens is also a good idea.

Military Factories, once points have been allocated, cannot be expanded upon by construction means. These are all factories within your nation capable of producing wartime supplies, regardless of government views.
You can increase Military Factories through increasing Development.
What Are They Used For?
Military Factories are capable of producing new units, military bases, military research complexes, military research, and the like. If it deals with the military, expect to have to use military factories. Certain projects may require both types of factories at the same time.

What Are They?
Shipyards (sometimes also called drydocks) are Factories your government has the budget / ability to contract out for the creation of naval vessels and naval projects. Shipyards, once points have been allocated, cannot be expanded upon by construction means. These are not every shipyard in your nation, but realize that smaller nations probably won't have many more beyond versus larger nations.
You can gain more Civil Factories by random events made by the GM Team or increasing Development.
What Are They Used For?
