Greil's foot beat a steady thump thump thump thump thump on the floor of the small plane he rode in. If he had enough room to pace, the man would be doing that, but for now, the only thing he could do was beat the steady thump. "There!" the pilot exclaimed, land coming into view. Lord Greil let out a sigh of relief, as the thump of his foot slowed slightly. Auren, capitol of the Imperium of Rombardia and where the current chamber of the Commonwealth of Granuras resided. Here would be Franerre's saving grace, hopefully. A few minutes later, the plane touched down, and like a bat out of hell came Lord Greil, running to the car that the Franch Embassy had prepared. Inside were the brothers Nohreau, Xander and Leo, the elder behind the wheel and Leo in the passanger seat. "What's the latest news from Pareau?" Leo asked as the car sped down the roads, "The telegram only said that the information was too sensitive to send over the wire."
"It's Kumosenkan," Greil said, nearly breathless, "They have shut down the border, and have 50,000 soldiers watching it." The car became deathly quiet, the only noise coming from the engine as the trio sat there, silently. A few eternal moments later, Greil spoke again. "Well?" Another few eternal moments passed, before Leo muttered a prayer under his breath.
"The COG certainly won't like this," Leo said, letting out a sigh, "We have just joined, and already we're giving them a headache. Our Liege will not back down from our entry?" Leo asked.
"No," Lord Greil answered. Leo took a quick glance out the window of the car. They were nearly at the Citadel.
"Very well then," Xander said from behind the wheel of the car. He slowed the car down, flashing his identification to the guards before being let though. The trio then exited the car, entering the Citadel.

The men would watch them approach, and after looking at their identification, they would let them through. They closed the door behind them and went back to their posts. Others would watch them from the catwalks, most being armed guards while others were maintenance technicians busy working on replacing lengths of cable in the walls while others were mapping out space for new support pillars and as well, setting up additional areas to build walls and storage areas, pillboxes, etc.
They would find themselves going down familiar halls and led into the citadel's inner chamber by a few guards of whom broke off and followed around them to make sure they made it to their destination, though they themselves seemed mostly to just be doing it out of courtesy, and once they were inside and an ambassador had been summoned, those guards were once again gone. Therma sat in the chair above, reading a book as they filtered in but dog-earing a page and slowly closing it as he took them in.
"The others should be in shortly." He'd say to them.

The ambassador representing Nevarra was almost well into leaving Rombarda back to his home but after having been informed of the situation and painfully rescheduling his plans for the upcoming week he would be ready for the meeting that was called. It would take a bit of time in preparation whilst communicating back with the Chamber from Rombarda but he would soon arrive and file into the room once more.

Damyo Reizei was in his hotel room when the call came in. Instead of sightseeing the Rombarda capital, he would have to return to the citadel for another meeting.
Arriving alone this time, without his aids, he was dressed in a simpler, weekend suit as compared to the one he wore during the first meeting, which didn't have a vest and featured a bow tie instead of a regular tie. He still, however, carried his document suitcase, and, seeing as he was running a bit late, due to such a short notice, was walking across the hall to his chair with surprising speed and nimbleness for a man his age. Before sitting down, however, he did not forget to bow a greeting to each of the diplomats.

“Good. Everyone’s here,” Leo said, only Xander of the Franch delegation returning Reizei’s bow, “Time is of the essence, we have no time for formalities. Greil, you have the floor.”
The middle aged man stood up, “What Nohreau said is right. Kumosenkan has seen fit to shut down the Franerre-Elenrian border. They claim it is to quell Greatfern activity in the area, but Franch intelligence says there is little activity there. At the very least, it is not enough to warrant 50,000 troops directly from Kumosenkan herself, with what we believe are more on the way.” Lord Greil let the words hang in the air for the assembled representatives to hear.

The Rombardan Representative seems impassive to the news, his eyes remaining fixated on the Franch Ambassador. Even the mention of Kumosenkan, with what interest that did stir for a short time, did not give hum much cause to really respond nor did he really have much reason to. Though, as he would look at the stack of papers off to his side, he would throw a brief glance at the Ashigawan ambassador briefly before he looked to the Franch Ambassador again.
"We will allow others to voice their statements first, before we voice ours." The Rombardan ambassador would say, as he pulled a thermos from under the table and would open it to get a drink.

Reizei would stand up first.
"Such a hostile action from Kumosenkan displays that they are threatened by our Commonwealth. I believe it would be wise for us to approach them in good faith, show them, that we mean no ill intent and harbor no hostility towards their Empire. I am, however, surprised by such a development. After all, we have fought on the same side during the Great War, and to my memory, neither the Commonwealth nor Kumosenkan has done any actions to provoke one another."

“Will all due respect, Damyo,” Xander countered, "I believe you to be incorrect there. If Kumosenkan simply wanted to close of the Franch border for no reason, why wait until Franerre joined the Commonwealth? It seems likely that the two events are related.”

"I have been informed by my homeland that Nevarra is currently in talks with the nation of Kumosenkan about opening up relations. I would suggest that the clause for this action is a foreign power, in this case us, has made an advancement on Touli and none of our nations at this point in time have been communicative enough to the Empire, not since the most recent Staol War at least. While Nevarra cannot speak on behalf of the whole of the Commonwealth, perhaps it is best that we better inform Kumosenkan of our intentions, or at the very least, communicate with them. Perhaps by securing a NAP we can hope for the border question to be resolved peacefully." speaks the Envoy for Nevarra before he sits back down and returns to notate what was spoken.

"I agree with Senor Mendez" - Reizei said, his Ashigawan accent showing that despite showing respect, he had difficulty pronouncing both the word Senor and the name Mendez, "And, in fact, I think we should secure the South Geiwan sphere altogether by perusing a Non-Aggression pact with Amali as well, perhaps also with all of their protectorates, since they are an ally of Kumosenkan."
OOC note: Geiwan is Ashigawa's name for the main continent.

“Should Kumosenkan be willing to negotiate, Franerre would sign a non-aggression pact, but is there any guarantee that would reopen the border?” Xander said, “While the troops in Franerre’s border is certainly the more immediate concern to the rest of the Commonwealth, the majority of Franerre’s foreign trade went across the Elenrian border. If it remains closed, it will be even more devastating to the Franch economy than it already has been.”

"If the reason for the border closure is truly a percieved threat from the Commonwealth, the non-aggression pact should eliminate such a threat and thus, no reason to keep the border closed. Of course, we might need to specify reopening of the border specifically as part of the pact, should the pact itself not be sufficient.
In a worst case scenario that the border remains closed, I think we shall be able to keep your economy in balance by redirecting your trade into the Commonwealth."

“That is acceptable,” Xander said, “But what are the opinions of Senor Mendez and Therma? Franerre and Ashigawa are only two members of the Commonwealth, after all.”

Therma would look up from his book, having opened it again to let the others speak before he closed it again, and looked up at the ambassador, then at the other two which sat at his sides. Then he cleared his throat, and then lifted his hands off the table. "..Rombarda expected something like this to happen." He'd say. "And it was the main reason alongside logistical ones that we didn't want Franerre in the COG." He then would put those hands on the table. "We believe however that a non-aggression pact would be a good idea and worth pursuing to avoid causing further issues in the region."

"Like I said, I nominate an approach in pursuing a non-aggression pact with the Kumosenkan sovereignty. We can't promise that this definitely ease tensions to opening up the border, or even if they would accept but I believe it likely that all of this is just a misunderstanding of our intentions in Touli and the fact that the world has been rather quiet in rebuilding after the war."
